About this file
This is a Worker Protection and Investment Certification Form (BOP-2201) issued by the Commonwealth of Pennsylvania in accordance with Executive Order 2021-06, applicable to all contractors and grantees working with the state. The form requires certification of compliance with Pennsylvania's Unemployment Compensation Law, Workers' Compensation Law, and all applicable state labor and workforce safety laws, including provisions addressing workplace misclassification, child labor, minimum wage, prevailing wage, equal pay, employment medical examination fees, seasonal farm labor, wage payment collection, industrial homework, construction industry employee verification, healthcare overtime restrictions, apprenticeship and training, and employment records inspection. An authorized official must execute the certification on behalf of the contractor or grantee, confirming full compliance with these requirements and obligating the contractor to report any changes in compliance status immediately to the purchasing agency. The certification is required as part of the PSP Driver Training Center Snow Removal Services contract opportunity, where vendors must submit the completed form electronically through the PA Supplier Portal along with other required documentation by the specified bid deadline.
The form carries significant legal consequences for false certification, including contract termination and three-year debarment from bidding on Commonwealth contracts under 62 Pa. C.S. § 531, in addition to penalties under 18 Pa. C.S. § 4904 for unsworn falsification to authorities. Contractors executing this certification assume personal accountability for the accuracy and completeness of their compliance statements and must maintain ongoing awareness of their regulatory obligations throughout the contract term. The certification applies uniformly to all contractors and grantees engaged with Pennsylvania, regardless of contract value or scope, and serves as a foundational compliance requirement prior to contract award.
