SECTION 01 00 00
GENERAL REQUIREMENTS
GENERAL
1.1 SAFETY REQUIREMENTS
A. Refer to section 01 35 26, SAFETY REQUIREMENTS for safety and infection control requirements. Contractor to submit the following as required:
1. Above Ceiling Permits.
2. Interim Life Safety Measures.
3. Infection Control Risk Assessments.
1.2 GENERAL INTENTION
A. Contractor shall completely prepare site for building operations, including demolition and removal of existing structures, and furnish labor and materials and perform additions and interior renovation work for Loch Raven
Medical Center, 3901 Loch Raven Boulevard, Maryland 21218 as required by the drawings and specifications.
B.Offices of Acela Architects + Engineers, pc, as
Architect-Engineers, will render certain technical services during construction. Such services shall be considered as advisory to the Government and shall not be construed as expressing or implying a contractual act of the Government without affirmations by Contracting Officer or his duly authorized representative.
C.Before placement and installation of work subject to tests by testing laboratory retained by the Architect-Engineer, the Contractor shall notify the COR and Architect-Engineer to enable testing laboratory personnel to be present at the site in time for proper taking and testing of specimens and

01 00 00 -2 field inspection. Such prior notice shall be not less than fifteen work days unless otherwise designated by the COR.
D.All employees of the general contractor and subcontractors shall comply with VA security management program and obtain permission of the VA police, be identified by project and employer, and restricted from unauthorized access.
1.3 STATEMENT OF BID ITEM(S)
A. ITEM I, GENERAL CONSTRUCTION (BASE BID): The General
Contractor will be responsible for all facets of construction management and construction work and the management of subcontractors to facilitate a construction project to upgrade the facility infrastructure to support the new Electronic Health Record Modernization (EHRM) system in accordance with VA OEHRM Site Infrastructure
Requirements as per these Construction Documents.
1. Project Building locations for work include but not limited to Buildings 1,2,5,7, and 14.
2. Construct new Telecommunication Room additions at
Buildings 1 and 5.
3. The scope of this project includes but not limited to the following infrastructure improvements:
a. Period of performance is 24 months
b. All parties to attend a mock up transition prior to activation of new TR room and Renovation of existing server room to a Computer Room.
c. Creation, expansion, and renovation of new
Telecommunications Rooms in all occupied buildings as listed in drawings. Installation of
Telecommunication Enclosures in utility buildings.
Includes but is not limited to Hazardous material removal, demolition (including significant rework of

01 00 00 -3 existing plumbing), physical security upgrades, mechanical equipment, electrical panels, fire suppression changes, new construction, and finishes.
i. Contractor is responsible for off hour work to bring online each TR room per VA activation schedule estimated to be one TR room per evening over a 60 workday period.
d. Contractor is responsible for providing telecommunication technicians and materials to provide the connection from the punch down panel to the switch. This work will be overseen and coordinated with VA OIT. Telecommunication technicians must also complete the work area outlets dedicated to each TR room within the same
Modification of existing Server Room to a Computer
Room (Basement of Building 1) including but not limited to demolition, site prep, foundations, new construction, finishes, physical security upgrades, emergency generator, transformers, fire protection and suppression systems.
e. Communication Infrastructure (new Data outlets, patch panels, upgrade to Cat 6A cable, UPS, electrical panel additions), physical security upgrades, upgrade fiber infrastructure backbone campus wide within buildings and between buildings.
Every data outlet, building management system network outlet, Centrix/Real Time Location system outlets, wireless access point, device that accesses the network will be refed from new TR room and with
Category 6A cable in organized cable management system.

f. Small renovations as noted on the drawings to replace required services displaced by new TRs which include bathrooms and break room.
g. Remove all abandoned components and systems found or made so by this work.
h. Repair all areas demolished or damaged by this work including every data outlet location, thru wall conduits, etc. Abandoned TR rooms, abandoned server and telephone rooms will be renovated for usage as shown on drawings.
i. Install diversified path to datacenter for Wide Area
Network (WAN). Site wide excavation and preparation for large duct banks. Coordination with other underground utilities including water, sewer, electrical, and steam.
j. Site Work (Demolition, Excavation, Road Patching, Sanitary and water Line Replacement, etc.).
k. Hazardous material abatement.
l. Switch Gear.
1.4 PROJECT MANAGEMENT TEAM
A. All of the people listed below need to attend all construction meetings.
B. Provide preconstruction submittal with delegation and identification letter for each of the persons below including any resumes or certifications demonstrating to the below requirements.
C. Project Manager
1. Minimum 10 years construction experience with at least
5 years management experience with projects similar in size and scope.

2. Be able to dedicate a minimum of 50% of time to this project.
3. The Project Manager shall be a separate qualified individual from the Prime Contractor’s Superintendent, MEP Coordinator, Safety Manager and CQC System Manager having duties only as the Project Manager.
D. Superintendent
1. Provide project superintendent with a minimum of ten
[10] years of experience in construction with at least five [5] of those years as a superintendent on projects similar in size and complexity. The individual must be familiar with the requirements of
OSHA and have experience in the areas of hazard identification and safety compliance in addition to safety training requirements indicated elsewhere in the project documents. The individual must be capable of interpreting a critical path schedule and construction drawings. The qualification requirements for the alternate superintendent are the same as for the project superintendent. The project superintendent shall be dedicated to this project only and not assigned on other contracts.
2. The Superintendent shall be a separate qualified individual from the Prime Contractor’s MEP Coordinator and CQC System Manager, and the Safety Manager.
3. The General Contractor must provide adequate supervision for all locations (worksites / buildings) of work whenever work is being performed. This supervision must come from the General Contractor and must be a competent person. This project will potentially have work in multiple locations

01 00 00 -6 concurrently and the General Contractor is expected to provide required additional supervision.
E. CQC System Manager
1. CQC System Manager (must meet all requirement in 01 45
00 specification) is responsible for overall management of CQC and has the authority to act in all
CQC matters for the Contractor. The CQC System manager is on the site at all times during construction and is employed by the General Contractor.
2. The CQC System Manager shall be a separate qualified individual from the Prime Contractor’s Superintendent but, may be assigned the additional duty as the MEP
Coordinator.
3. CQC Manager must have an RCDD certification and have a minimum of 5 years experience working in teledata communication construction.
F. MEP Coordinator
1. Shall have 10 years of overall construction experience with 5 years management experience. The MEP Coordinator is on the site at all times during construction and is employed by the General Contractor. The MEP Coordinator shall hold a Master Electrician License OR degree in
Electrical Engineering from an ABET Accredited University with a PE or 10 years of experience working in discipline.
2. The MEP Coordinator shall be a separate qualified individual from the Prime Contractor’s Superintendent and
Safety Manager but, may be assigned the additional duty as the CQC System Manager.
G. Safety Manager

1. The designated Prime Contractor SSHO must meet the requirements of all applicable
OSHA standards and must meet requirements in 01 35 26 specification and be capable
(through training, experience, and qualifications) of ensuring that the requirements of 29 CFR 1926.16 and other appropriate Federal, State and local requirements are met for the project.
2. The SSHO shall be a separate qualified individual from the Prime Contractor’s CQC
System Manager and MEP Coordinator but, may be assigned as an additional duty to the
Superintendent.
H. Communications Project Manager (can be a subcontractor to the general contractor)
a. Certified Registered Communications Distribution
Designer (RCDD)
b. Experience: Minimum of ten [10] years of experience in construction with at least five [5] of those years as a RCDD on projects similar in size and complexity.
c. Onsite while all telecommunications work is being performed.
1.5 CONSTRUCTION SECURITY REQUIREMENTS
A.Security Plan:
1. The security plan defines both physical and administrative security procedures that will remain effective for the entire duration of the project.

2. The General Contractor is responsible for assuring that all sub-contractors working on the project and their employees also comply with these regulations.
B.Security Procedures:
1. General Contractor’s employees shall not enter the project site without an appropriate VA issued PIV badge.
They may also be subject to inspection of their personal effects when entering or leaving the project site.
2. All General Contractor’s employees and their sub-contractors shall always have their issued PIV badge on their person and visible while on VA property.
Contractors are to be familiar with the VA multi-step PIV badging process. The PIV badging process may require a minimum of two visits to a VA facility to be fingerprinted, sponsored, register for a background check, and to receive a badge. Two (2) forms of identification will be required. This approval process may take more then 3+ days to complete. It is the expectation of this project that each and every contractor be badged regardless of task or location. If working on site for one day only, the contractor’s employee is only required to register with the VA Police
Department at building 25. A temporary badge will be provided.
3. No photography of VA premises is allowed without written permission of the COR. Patients and staff are not to be photographed at any time.
4. VA reserves the right to close or shut down the project site and order General Contractor’s employees off the premises in the event of a national emergency. The

General Contractor may return to the site only with the written approval of the Contracting Officer.
C.Key Control:
1. The General Contractor shall provide duplicate keys and lock combinations to the COR for the purpose of security inspections of every area of project including toolboxes and parked machines and take any emergency action.
2. The VA will provide the General Contractor a defined number of keys as required to gain access to certain sensitive rooms. The General Contractor is responsible for the control of these keys. If at any time, a General
Contractor’s key is lost, the General Contractor will be responsible for replacing ALL cores associated with the lost key at $45.00 per core. These keys are a controlled item, and their locations are inspectable by the VA at any time at a minimum, weekly. Unused keys are to be kept in a lockbox in a secure location approved by the COR and campus security.
3. The General Contractor will be responsible for the costs associated with the replacement of the cores and any damages suffered by the Government.
4. The General Contractor shall turn over all permanent lock cylinders to the VA locksmith for permanent installation.
See Section 08 71 00, DOOR HARDWARE and coordinate. A transmittal sheet with be provided to the COR prior to transfer. This transmittal sheet will list each core by type and quantity.
D.Document Control:
1. Before starting any work, the General Contractor/Sub
Contractors shall submit an electronic security

01 00 00 -10 memorandum describing the approach to following goals and maintaining confidentiality of “sensitive information”.
2. The General Contractor is responsible for safekeeping of all drawings, project manual and other project information. This information shall be shared only with those with a specific need to accomplish the project.
3. Certain documents, sketches, videos or photographs and drawings may be marked “Law Enforcement Sensitive” or
“Sensitive Unclassified”. Secure such information in separate containers and limit the access to only those who will need it for the project. Return the information to the COR upon request.
4. These security documents shall not be removed or transmitted from the project site without the written approval of the COR.
5. All paper waste or electronic media such as CD’s shall be shredded and destroyed in a manner acceptable to the VA.
6. Notify the COR and Site Security Officer immediately when there is a loss or compromise of “sensitive information”.
7. All electronic information shall be stored in specified location following VA standards and procedures using an
Engineering Document Management Software (EDMS).
a) Security, access, and maintenance of all project drawings, both scanned and electronic shall be performed and tracked through the EDMS system.
b) “Sensitive information” including drawings and other documents may be attached to e-mail provided all VA encryption procedures are followed.
E.Motor Vehicle Restrictions
1. Motor Vehicles belonging to any contractor must be registered at the Facilities Department in Bldg 4 and

01 00 00 -11 attain a parking pass for employee lots. This includes personally owned and company vehicles. These passes must be visibly displayed at all times while parked on VAMC campus. Contractor parking will be limited to Lots and by written permission of the COR at any other employee lot.
There will be absolutely no parking in patient parking spaces or ADA spaces (unless the contractor has an applicable decal/tag).
1.6 OPERATIONS AND STORAGE AREAS (FAR 52.236-10)
A.The General Contractor will provide a Logistics Plan to include proposed laydown areas, delivery routes, container
/ equipment staging, temporary toilets, dumpsters, expected ingress and egress if applicable, location of construction fencing for work area and laydown area, parking, etc. The
COR must approve the Logistics Plan prior to the General
Contractor executing.
B.All containers / pallets must be marked with the contract/task order number and 8 digit project number.
Dumpster locations (not the individual dumpsters) will also be marked if used over five (5) business days.
1. VA Warehouse will not and cannot accept any contractor deliveries and will turn away any such deliveries.
C. The Contractor shall confine all operations (including storage of materials) on Government premises to areas authorized or approved by the COR. The Contractor shall hold and save the Government, its officers, and agents, free and harmless from liability of any nature occasioned by the Contractor's performance.
D. Temporary buildings (e.g., storage sheds, shops, offices) and utilities may be erected by the Contractor only with the approval of the COR and shall be built with labor and

01 00 00 -12 materials furnished by the Contractor without expense to the Government. The temporary buildings and utilities shall remain the property of the Contractor and shall be removed by the Contractor at its expense upon completion of the work. With the written consent of the COR, the buildings and utilities may be abandoned and need not be removed.
E.The Contractor shall, under regulations prescribed by the
COR, use only established roadways, or use temporary roadways constructed by the Contractor when and as authorized by the COR. When materials are transported in prosecuting the work, vehicles shall not be loaded beyond the loading capacity recommended by the manufacturer of the vehicle or prescribed by any Federal, State, or local law or regulation. When it is necessary to cross curbs or sidewalks, the Contractor shall protect them from damage.
The Contractor shall repair or pay for the repair of any damaged curbs, sidewalks, or roads.
F. Working space and space available for storing materials shall be as shown on the drawings or as determined by the
COR.
G. Workers are subject to rules of the Medical Center applicable to their conduct.
H. Execute work in such a manner as to interfere as little as possible with work being done by others. Keep roads clear of construction materials, debris, standing construction equipment and vehicles at all times.
I. Execute work so as to interfere as little as possible with normal functioning of Medical Center as a whole, including operations of utility services, fire protection systems and any existing equipment, and with work being done by others.

01 00 00 -13 noises through the building structure, are not permitted in buildings that are occupied, during construction, jointly by patients or medical personnel, and Contractor's personnel, except as permitted by COR where required by limited working space.
1. Do not store materials and equipment in other than assigned areas.
2. Schedule delivery of materials and equipment to immediate construction working areas within buildings in use by
Department of Veterans Affairs in quantities sufficient for not more than two work days. Provide unobstructed access to Medical Center areas required to remain in operation.
3. Where access by Medical Center personnel to vacated portions of buildings is not required, storage of
Contractor's materials and equipment will be permitted subject to fire and safety requirements.
J. Utilities Services: Where necessary to cut existing pipes, electrical wires, conduits, cables, etc., of utility services, or of fire protection systems or communications systems (except telephone), they shall be cut and capped at suitable places where shown; or, in absence of such indication, where directed by COR. All such actions shall be coordinated with the COR or Utility Company involved:
1. Whenever it is required that a connection fee be paid to a public utility provider for new permanent service to the construction project, for such items as water, sewer, electricity, gas or steam, payment of such fee shall be the responsibility of the Government and not the
Contractor. This will include utilities currently serving Building 1 that need to be refed to renovated

Computer Room. These include Comcast, Verizon, and Mass
Broadband.
K. Phasing:
1. The Medical Center must maintain its operation 24 hours a day 7 days a week. Therefore, any interruption in service must be scheduled and coordinated with the COR to ensure that no lapses in operation occur. It is the CONTRACTOR'S responsibility to develop a work plan and schedule detailing, at a minimum, the procedures to be employed, the equipment and materials to be used, the interim life safety measure to be used during the work, and a schedule defining the duration of the work with milestone subtasks.
2. To ensure such executions, Contractor shall furnish the
COR with a schedule of approximate phasing dates on which the Contractor intends to accomplish work in each specific area of site, building or portion thereof. In addition, Contractor shall notify the COR 15 workdays in advance of the proposed date of starting work in each specific area of site, building or portion thereof.
Arrange such phasing dates to ensure accomplishment of this work in successive phases mutually agreeable to the
COR and Contractor, as follows:
L. Project Phasing/Sequencing: See drawing Sheet Number GC001
– Overall Phasing Plan, for proposed construction sequencing. Additional key sequencing notes:
1. Prior to any existing Telecommunication Room being taken off-line, the following items must be complete, functional, and tested:
a. The complete site Fiber Optic Line (FO) system.
b. Renovation of Server Room to an Computer Room in building 1.

c. New individual building Telecommunication Rooms and additions. Additions are to Buildings 1 and 5.
2. After the completion of the new Telecommunication Rooms and additions are complete and functional, the contractor is to begin providing and installing new data cables from the data outlets to the new Telecommunication Room.
3. After the completion of the switch-over to the new
Telecommunication Rooms, the contractor is to modify the old Telecommunication Rooms and remove abandoned cabling, outlets, devices, and equipment as made so by the change and as required by the drawings.
M. All buildings will be occupied during the performance of work, but immediate areas of alterations will be vacated.
1. Noisy work must be done off hours. This includes work that causes significant vibration.
2. Contractor shall take all measures and provide all material necessary for protecting existing equipment and property in affected areas of construction against dust and debris, so that equipment and affected areas to be used in the Medical Centers operations will not be hindered. Contractor shall permit access to Department of
Veterans Affairs personnel and patients through other construction areas which serve as routes of access to such affected areas and equipment. These routes whether access or egress shall be isolated from the construction area by temporary partitions and have walking surfaces, lighting etc. to facilitate patient and staff access.
Coordinate alteration work in areas occupied by
Department of Veterans Affairs so that Medical Center operations will continue during the construction period.

3. Compressed man hour schedule will not be permitted for the durations.
4. Utility disruptions will take place during off hours.
Any temporary power or data required to keep critical systems operational is required under this contract.
5. OFF HOURS Buildings 1,5,7,and 14 any out patient or administration buildings
N. Construction Fence: Submit proposed construction fence on the Logistic Plan. All work and laydown areas are required to be fenced, and gates to be lockable. Before construction operations begin, Contractor shall provide a chain link construction fence, eight feet minimum height, around each construction area indicated on the drawings. Provide gates as required for access with necessary hardware, including hasps and padlocks. Ensure the Fire Department has access to the Fire Department Connection (FDC) at each building at all times. Fasten fence fabric to terminal posts with tension bands and to line posts and top and bottom rails with tie wires spaced at maximum 375mm (15 inches). Bottom of fences shall extend to 25mm (one inch) above grade.
Remove the fence when directed by COR. Provide the entire construction fence with an approved fabric privacy screening full height with wind cutouts. Opacity/shade percentage 85% lock-stitch strength 50 lbs. per ft consisting of a knitted high density polyethylene filament. Color and design to be approved by COR.
O. When a building construction site is turned over to the
Contractor, the Contractor shall accept entire responsibility including upkeep and maintenance therefore:

1. Contractor shall maintain a minimum temperature of 4 degrees C (40 degrees F) at all times, except as otherwise specified.
2. Contractor shall maintain in operating condition existing fire protection and alarm equipment. In connection with fire alarm equipment, Contractor shall make arrangements for pre-inspection of site with Fire Department if and when deemed necessary by the COR.
P. Utilities Services: Maintain existing utility services for the Medical Center at all times. Provide temporary facilities, labor, materials, equipment, connections, and utilities to assure uninterrupted services. Where necessary to cut existing water, steam, gases, sewer or air pipes, or conduits, wires, cables, etc. of utility services or of fire protection systems and communications systems
(including telephone), they shall be cut and capped at suitable places where shown; or, in absence of such indication, where directed by COR.
1. No utility service such as water, gas, steam, sewers or electricity, or fire protection systems and communications systems may be interrupted without prior approval of COR. Electrical work shall be accomplished with all affected circuits or equipment de-energized.
When an electrical outage cannot be accomplished, work on any energized circuits or equipment shall not commence without a detailed work plan, the Medical Center
Director’s prior knowledge and written approval. Refer to specification Sections 26 05 11, REQUIREMENTS FOR
ELECTRICAL INSTALLATIONS, 27 05 11 REQUIREMENTS FOR
COMMUNICATIONS INSTALLATIONS and 28 05 00, COMMON WORK

RESULTS FOR ELECTRONIC SAFETY AND SECURITY for additional requirements.
2. Contractor shall submit a request to interrupt any such services to COR, in writing, six (6) work days in advance of proposed interruption. Request shall state reason, date, exact time of, and approximate duration of such interruption.
3. Contractor will be advised (in writing) of approval of request, or of which other date and/or time such interruption will cause least inconvenience to operations of the Medical Center. Interruption time approved by
Medical Center may occur at other than Contractor's normal working hours.
4. Major interruptions of any system must be requested, in writing, at least 15 calendar days prior to the desired time and shall be performed as directed by the COR. The
COR shall be notified of approximate dates of expected upcoming major interruptions 10 business days in advance so that the Medical Center can begin making plans for maintaining operations during the utility interruption.
In case of a contract construction emergency, service will be interrupted on approval of COR. Such approval will be confirmed in writing as soon as practical.
Q. Abandoned Lines: All service lines such as wires, cables, conduits, ducts, pipes, vents, and the like, and their hangers or supports, shall be completely removed back to their source.
1. Those which are indicated to be abandoned but cannot be entirely removed, shall be sealed, capped or plugged at the main, branch or panel they originate from in an approved method and as accepted by the COR.

2. Abandoned raceways that cannot be fully removed shall have the cables removed in all of those abandoned raceways and duct banks. Where removal of conduit and duct banks is not feasible and if approved by COR, cut abandoned raceway at horizontal level (before turn up) and cap (do not use tape – use an approved existing style conduit type cap) and paint cap red. Indicate location on record documents.
3. The intent is that those systems listed above that are so embedded in existing concrete walls or floors that they cannot fully be removed without compromising the structure can be capped. These shall be fully investigated by the contractor and reviewed and accepted by the COR.
4. The lines shall not be capped in any finished or unfinished areas, but shall be removed and sealed, capped or plugged in only in masonry, CMU, concrete walls, concrete ceilings or concrete floors where they penetrate those materials or if accepted by the COR within walls or partitions; so that they are completely behind the finished surfaces.
R. To minimize interference of construction activities with flow of Medical Center traffic, comply with the following:
1. Keep roads, walks and entrances to grounds, to parking and to occupied areas of buildings clear of construction materials, debris and standing construction equipment and vehicles. Wherever excavation for new utility lines cross existing roads, at least one lane must be open to traffic at all times with approval.

2. Method and scheduling of required cutting, altering and removal of existing roads, walks and entrances must be approved by the COR.
S. Review Fire Alarm System and Panels: General Contractor is required to review and document the conditions of the existing Fire Alarm System and Panels prior to beginning work. Determine existing state and sign-off that any troubles or other errors that occur are not an existing condition.

1.7 ALTERATIONS
A. Survey: Before any work is started, the Contractor shall make a thorough survey with the COR areas of buildings in which alterations occur and areas which are anticipated routes of access, and furnish a report, signed by both, to the COR. This report shall list by rooms and spaces:
1. Existing condition and types of resilient flooring, doors, windows, walls and other surfaces not required to be altered throughout the affected areas of the building.
2. Existence and conditions of items such as plumbing fixtures and accessories, electrical fixtures, equipment, shades, etc., required by drawings to be either reused or relocated, or both.
3. Shall note any discrepancies between drawings and existing conditions at site.
4. Shall designate areas for working space, materials storage and routes of access to areas within buildings where alterations occur and which have been agreed upon by Contractor and COR.

B. Any items required by drawings to be either reused or relocated or both, found during this survey to be nonexistent, or in opinion of COR, to be in such condition that their use is impossible or impractical, shall be furnished and/or replaced by Contractor with new items in accordance with specifications which will be furnished by
Government. Provided the contract work is changed by reason of this subparagraph B, the contract will be modified accordingly, under provisions of clause entitled "DIFFERING
SITE CONDITIONS" (FAR 52.236-2) and "CHANGES" (FAR 52.243-
4).
C. Re-Survey: Thirty days before expected partial or final inspection date, the Contractor and COR together shall make a thorough re-survey of the areas of buildings involved.
They shall furnish a report on conditions then existing, of resilient flooring, doors, windows, walls and other surfaces as compared with conditions of same as noted in first condition survey report:
1. Re-survey report shall also list any damage caused by
Contractor to such flooring and other surfaces, despite protection measures; and, will form basis for determining extent of repair work required of Contractor to restore damage caused by Contractor's workers in executing work of this contract.
D. Protection: Provide the following protective measures:
1. Wherever existing roof surfaces are disturbed they shall be protected against water infiltration. In case of leaks, they shall be repaired immediately upon discovery.
2. Temporary protection against damage for portions of existing structures and grounds where work is to be done, materials handled and equipment moved and/or relocated.

3. Protection of interior of existing structures at all times, from damage, dust and weather inclemency. Wherever work is performed, floor surfaces that are to remain in place shall be adequately protected prior to starting work, and this protection shall be maintained intact until all work in the area is completed.
1.8 DISPOSAL AND RETENTION
A. Materials and equipment accruing from work removed and from demolition of buildings or structures, or parts thereof, shall be disposed of as follows:
1. Reserved items which are to remain property of the
Government are identified by attached tags or noted on drawings or in specifications as items to be stored.
Items that remain property of the Government shall be removed or dislodged from present locations in such a manner as to prevent damage which would be detrimental to re-installation and reuse. Store such items where directed by COR.
2. Items not reserved shall become property of the
Contractor and be removed by Contractor from the Medical
Center.
3. Items of portable equipment and furnishings located in rooms and spaces in which work is to be done under this contract shall remain the property of the Government.
When rooms and spaces are vacated by the Department of
Veterans Affairs during the alteration period, such items which are NOT required by drawings and specifications to be either relocated or reused will be removed by the
Government in advance of work to avoid interfering with
Contractor's operation.

1.9 PROTECTION OF EXISTING VEGETATION, STRUCTURES, EQUIPMENT,
UTILITIES, AND IMPROVEMENTS (FAR 52.236-9)
A. The Contractor shall preserve and protect all structures, equipment, and vegetation (such as trees, shrubs, and grass) on or adjacent to the work site, which are not to be removed and which do not unreasonably interfere with the work required under this contract. The Contractor shall only remove trees when specifically authorized to do so and shall avoid damaging vegetation that will remain in place.
If any limbs or branches of trees are broken during contract performance, or by the careless operation of equipment, or by workers, the Contractor shall trim those limbs or branches with a clean cut and paint the cut with a tree-pruning compound as directed by the COR.
B. The Contractor shall protect from damage all existing improvements and utilities at or near the work site and on adjacent property of a third party, the locations of which are made known to or should be known by the Contractor. The
