About this file

This document is a Statement of Work (SOW) for the replacement of a 400HP dual-fuel boiler, referred to as Boiler 3, at the Eastern Regional Research Center (ERRC) in Wyndmoor, PA. The SOW requires the demolition and removal of the existing boiler and the provision and installation of a new nominally sized 250HP boiler capable of firing on natural gas or #2 heating oil. The new boiler must be fully integrated with the ERRC's Siemens building automation system.

The related federal contract opportunity is a pre-solicitation notice for the boiler replacement project. The anticipated solicitation will be issued around May 15, 2024 as a Request for Proposal (RFP) under a Firm Fixed-Price contract. The project is estimated to be between $250,000 and $500,000 in value and will be a Total Small Business Set-Aside. The work includes demolion and removal of the exisng boiler, provision and installaon of the new boiler, including piping, electrical, exhaust and controls. The contractor shall provide all labor, materials, equipment, supplies, transportaon, supervision, tesng and incidentals necessary to provide a completely operaonal, fully automated, boiler integrated with ERRC’s Siemens building automaon system (BAS). Complete system must fit on the exisng 216”x118” housekeeping slab. Atch 1, ERRC Campus plan and Atch2, Service Building plan view define locaon.

Boiler

It shall be nominally sized at 250Hp producing 8625 lb/hr steam. It shall be derated and labeled to fire 9,990 MBTU (approximately 248HP). Design pressure shall be 150psi. Normal operang pressure is 90psig with occasional need to operate at up to 110psig. Basis of design is Superior Boiler works model X6- 5-1250-S150-WB-G. It shall include water level sight glass, pressure and temperature gauges, feedwater valve and level control system, pressuretrol high limit control, High pressure relief valve, mechanical float low water cut-off, high water alarm, botom blow valves, automated surface blow system, non-return valves for steam and feedwater lines, steam stop valve providing two-valve protecon, flanged exhaust stack with integral damper.

Burner and Controls

The boiler shall be furnished with a 9,990 MBTUH package burner for natural gas and #2 oil firing. It shall ulize linkless control and be capable of 3% O2 measured in the exhaust. Basis of design is Weihaupt WM-GL30/2-A,ZM-T. Firing rate shall be fully modulang on gas with 10:1 turndown.

Firing rate on oil may be staged. Flame detector shall ulize IR technology. Provide and install natural gas valve and pilot gas trains for 5 psig supply pressure. Provide and install properly sized fuel oil train with air/gas separator.

The burner shall be provided with a burner management system controlling combuson and integrated with all boiler safety devices. Burner and controls shall comply with UL and CSD-1 codes.

Sensors and controls shall be non-proprietary to the extent praccal. Controls shall be mounted in a single enclosure with gasketed door, main disconnect, switch for burner on/off, indicator lights for power, burner status, fuel gas status, fuel oil status, and fault status as well as a touch-screen interface allowing local operaon and monitoring of all boiler, burner and sensor parameters. System shall include a low fire hold feature liming firing rate and stack temperature during startup. The burner control system shall be integrated via BACnet with ERRC’s Siemens Building automaon system including Desigo CC graphics, remote and local alarming, and mass noficaon features allowing monitoring and control of boiler and burner parameters.
