About this file

This is Addendum #1 to solicitation BL080-25 issued by Gwinnett County on June 13, 2025, regarding preventive maintenance and repair services for emergency generators on a multi-year contract. The addendum provides clarifications and answers to questions raised during the pre-bid meeting and modifies the bid schedule pages. Gwinnett County reserves discretionary rights to add or delete generators from the contract during the performance period at the stated bid price for like or similar units, with all warranty repairs handled by the installing contractor. The contract will commence upon award by the Board of Commissioners with an initial term through December 31, 2025, and will automatically renew on the same terms and conditions unless terminated by the County within sixty days after the close of each calendar year, for a total maximum lifetime obligation of five years. The addendum clarifies technical requirements, including mandatory 100% load bank testing (exceeding the 75% code requirement), fuel analysis as part of major preventive maintenance, arc flash certification and other required certifications for technicians performing high-voltage work, and authorization requirements for automatic transfer switches.

The revised bid schedule requires contractors to provide unit costs and total costs across all five years for repair and optional maintenance services, including administrative fees for coordinating rental equipment, generator technician labor during regular hours (1,580 hours annually) and overtime hours (360 hours annually), and a state percentage of increase above cost for parts and materials not to exceed 10% of a $395,000 annual baseline. Separate purchase orders will be issued for preventive maintenance and repair work across multiple divisions in the Department of Water Resources and other County departments. The County is tax-exempt, and vendors must acknowledge receipt of all addenda and comply with the County's use of electronic payments for remittance. Failure to return the revised bid schedule pages as part of the bid document may result in bid rejection.
