About this file
This is Addendum #3 to solicitation BL022-23 issued by Gwinnett County Board of Commissioners for the provision of epoxy floor replacement services on an annual contract basis. The solicitation requests contractor services for epoxy floor replacement work to be performed as needed throughout the county, with project quantities and scope varying based on county requirements. The original bid opening date was moved to March 17, 2023. The contract is structured as an annual agreement with pricing based on square footage, with the contractor expected to provide services for areas that will typically be smaller than 10,000 square feet, though the 10,000 square foot pricing rate will be maintained for smaller projects.
Bidders are not required to submit bid bonds, payment bonds, or performance bonds. All costs associated with the service, including removal of existing epoxy flooring, concrete grinding around floor drains, slope correction, drain resetting, and equipment necessary to maintain proper application temperature conditions, must be incorporated into the line item pricing on the bid schedule. The contractor is responsible for providing all necessary equipment and materials to ensure proper application results, with consideration given to varying jobsite conditions across county facilities, some of which are climate-controlled by HVAC systems while others have limited environmental controls. Submission of bids must occur no later than 2:50 p.m. on the due date, with physical submittals only accepted; firms on the Gwinnett County ineligible source list are prohibited from submitting bids. Addendum #3 must be signed and returned with the bid to ensure bid responsiveness.

Q5: Regarding Page 3, paragraph F: (“If necessary, concrete around floor drains shall be ground down for positive slope and the drains reset. The top of drains must be even with surrounding edge of finished flooring.”) how with the cost of this service be determined?
A5: See A3. This cost should be factored in to line item pricing.
Q6: Regarding Page 3, Section VIII Installation, Paragraph B: is contractor responsible for maintaining and providing equipment for maintaining application process temperature? If so, how will this cost be determined?
A6: See A5. Contractor should provide the necessary equipment to maintain and provide the best result for the application. For certain County departments, the jobsites/facilities are mostly indoors controlled by HVAC. Some facilities’ bay rooms have heat, but no air conditioning.
