Installation will be conducted by NPS. The delivery location is East Rim Facilities Management Shop, 4721 Leatherwood Road, Oneida, TN 37841, with delivery on F.O.B. Destination terms. The period of performance is 120 consecutive calendar days after Notice to Proceed. The contractor must comply strictly with VIS Manual Revision 3 (October 5, 2017) and use only VIS hardware without substitutions. All panels must be fiberglass embedment, UV-resistant, vandal-resistant, and compatible with VIS capture systems. Material specifications include hot-dip galvanized steel (uncoated) or uncoated weathering steel with natural finish as defined in Attachment A, with aluminum stands for all cutouts. Mounting conditions vary by system type: direct burial (30-inch posts, no baseplates), concrete baseplate systems, wood deck baseplate systems, and display case systems with internal mounting hardware only. Custom cutout panels require aluminum stand systems with submitted stability calculations.
The contractor must submit all required submittals within 10 calendar days after Notice to Proceed, organized by LIN and clearly identifying all specifications, and obtain written Contracting Officer approval prior to ordering, fabrication, or shipment. Required submittals include product data sheets, VIS hardware specifications per LIN, shop drawings for critical configurations, panel construction data, custom cutout details, material and finish documentation, manufacturer certifications, warranty documentation, and pre-shipment verification checklists organized by LIN. Inspection occurs at fabrication facility, shipping point, or delivery location, with mandatory verification that each item matches corresponding Attachment A specifications including LIN number, panel size, panel type, system type, mounting configuration, and material type. Each item must be clearly labeled with the corresponding LIN number. Any nonconforming work—including incorrect material type, incorrect panel size, incorrect system type, incorrect mounting configuration, missing components, or damage—shall be rejected, and the contractor must provide conforming replacements at no additional cost within a Contracting Officer-approved timeframe. 1. BACKGROUND:
Big South Fork National River and Recreation Area (hereinafter referred to as “BISO”) is located along the eastern portion of the border separating Kentucky and Tennessee. The park encompasses approximately 125,000 acres and was established by Congress on March 7, 1974.
The park’s primary mission is to provide management for the National Area so that natural and cultural resources are preserved and protected for the use and enjoyment of present and future generations. The Big South Fork of the Cumberland River and its tributaries are preserved in a free-flowing condition, providing a broad range of recreational opportunities which benefit the economically challenged region.
The National Park Service shall replace interpretive wayside panels and associated support systems at the Blue Heron Mining Area. This project consists of fabrication and delivery of interpretive panels, VIS hardware, custom-cut panels, and aluminum stands.
2. PROJECT IDENTIFIERS:

3. PLACE OF PERFORMANCE: All items shall be delivered F.O.B. Destination to the following address, unless otherwise specified in the order:

4. PERIOD OF PERFORMANCE:
The Contractor shall complete delivery of all specified items, including any required submittals and corrections, within 120 consecutive calendar days after the Government issues written
Notice to Proceed or purchase order, unless extended by written modification issued by the
Contracting Officer.
5. SCOPE:
The National Park Service shall award a contract for the purchase and delivery of National Park
Service UniGuide Visitor Information Sign System (VIS) hardware and fiberglass embedment graphic panels described in Section 6 and Attachment A, including all accessories and appurtenances required for complete and usable frames and panels.
The Contractor shall furnish all materials, equipment, packaging, and shipping necessary to deliver all specified items in new, undamaged, and fully functional condition, at no additional cost to the Government beyond the contract price.
The Contractor shall furnish all labor, materials, fabrication, hardware, packaging, and delivery required to provide complete interpretive panel systems as defined in Attachment A.
Each Attachment A line item (LIN) shall be treated as a complete and independent deliverable system.
The Contractor shall provide all components required for complete systems, including:
• Panels
• Frames
• Posts
• Stands
• Baseplates
• Fasteners
• Internal mounting hardware
Installation is not included and will be conducted by NPS
6. TASK:
The Contractor shall provide the VIS hardware and fiberglass embedment panels listed in
Attachment A – Panel and Hardware Schedule. The Contractor shall furnish the exact quantities, panel sizes, types, and hardware configurations shown in Attachment A. Any change in panel size, type, quantity, hardware series, or mounting configuration shall require prior written approval from the Contracting Officer.
6.1 VIS HARDWARE (MANDATORY)
• The Contractor shall furnish only National Park Service UniGuide Visitor Information
Sign System (VIS) hardware.
• The Contractor shall comply with:
• Visitor Information Sign System (VIS) Manual, Revision 3 (October 5, 2017)
• The Contractor shall not provide non-VIS hardware.
6.2 VIS ASSEMBLY CONTROL
The Contractor shall use VIS assembly types appropriate to each Attachment A line item, including:
• WM (Wall Mounted)
• UP (Upright Single Face)
• UPN2 (Upright Double Face)
• LP (Cantilever)
• UPTR (TRI System)
The Contractor shall match assembly type to each LIN condition.
6.3 PANEL REQUIREMENTS
All panels shall be fiberglass embedment panels.
Panels shall:
• Match Attachment A dimensions
• Be single-face or double-face as required
• Be compatible with VIS capture systems
• Be UV-resistant
• Be vandal-resistant
The Contractor shall not provide alternate panel types.
6.4 MATERIAL CONTROL
Material type shall be strictly as defined in Attachment A.
The Contractor shall provide:
• Galvanized steel where specified
• Weathering steel where specified
• Aluminum stands for all cutouts
The Contractor shall not substitute materials.
Galvanized steel:
• Hot-dip galvanized
• No coatings or paint
Weathering steel:
• Uncoated
• Natural weathering finish
6.5 CUSTOM CUTOUT SYSTEMS
For all custom cutout panels:
The Contractor shall:
• Provide fiberglass embedment cutout panels
• Provide aluminum stand systems
• Provide all brackets, fasteners and connections
The Contractor shall:
• Determine required number of stands based on size
• Submit stand layout and stability calculations
Minimum one stand required.
6.6 MOUNTING CONDITIONS
Direct Burial Systems
• Posts shall be designed for 30-inch burial
• No baseplates allowed
Concrete Baseplate Systems
• Contractor shall provide concrete anchors
• Contractor shall provide baseplates
Wood Deck Baseplate Systems
• Contractor shall provide baseplates
• Contractor shall provide wood-compatible fasteners
• Contractor shall not provide concrete anchors
Display Case Systems
• Contractor shall provide internal mounting hardware only
• Contractor shall not modify existing cases
• Contractor shall not provide external anchors
6.7 DIMENSIONAL CONTROL
The Contractor shall:
• Fabricate to Attachment A dimensions
• Not scale drawings
• Not modify panel sizes
• Not modify hardware
Missing dimensions shall require written clarification.
6.8 COMPLETE SYSTEM REQUIREMENT
Each LIN shall be delivered as a complete system.
The Contractor shall not:
• Combine LINs
• Split LINs
• Omit components
For any item identified with a brand name followed by “or equal,” the term “or equal” shall mean that the proposed product meets or exceeds all listed dimensional, material, performance, durability, warranty, and certification requirements. Products that do not meet every listed requirement shall not be considered equal.
The Contractor shall submit complete product data, technical specifications, and certifications for all proposed “or equal” products and shall obtain written approval from the Contracting
Officer prior to ordering or fabrication.
7. INSPECTION AND ACCEPTANCE
The Government shall have the right to inspect all materials, fabrication, packaging, and delivered items to verify compliance with this Statement of Specifications prior to acceptance.
Inspection may occur at the fabrication facility, shipping point, or delivery location.
7.1 GENERAL INSPECTION REQUIREMENTS
Inspection shall include, at a minimum:
• Verification that model, type, and configuration match approved submittals and contract requirements
• Verification that all required attachments, accessories, and documentation (manuals, certifications, warranties) are present
• Verification of visible dimensions, materials, finishes, and ratings where markings or documentation allow confirmation
• Verification that items are new, undamaged, complete, and in proper condition for installation
7.2 LINE ITEM (LIN) VERIFICATION (MANDATORY)
The Government shall verify that each delivered panel and hardware assembly matches the corresponding Attachment A line item.
Verification shall include:
• LIN number
• Panel size
• Panel type
• System type
• Mounting configuration
• Material type (galvanized steel, weathering steel, or aluminum)
Each item shall be clearly labeled with the corresponding LIN number.
The Contractor shall provide a packing list cross-referenced to all LINs.
7.3 NONCONFORMING WORK
Any item delivered that does not conform to contract requirements shall be rejected.
Nonconforming conditions include, but are not limited to:
• Incorrect material type
• Incorrect panel size
• Incorrect system type
• Incorrect mounting configuration
• Missing components
• Damage
Any item delivered in the wrong material category or size shall be rejected as nonconforming.
7.4 CORRECTIVE ACTION
The Contractor shall, at no additional cost to the Government:
• Remove rejected items
• Provide conforming replacement items
• Deliver replacements within a timeframe approved by the Contracting Officer
7.5 ACCEPTANCE LIMITATION
Government inspection and acceptance shall not:
• Relieve the Contractor of responsibility for nonconforming work
• Relieve the Contractor of responsibility for latent defects
• Relieve the Contractor of warranty obligations
• Constitute final acceptance of materials not in compliance
8. SUBMITTALS AND APPROVALS:
The Contractor shall submit all required submittals for Government review and written approval prior to ordering, fabrication, or shipment of any items.
8.1 SUBMITTAL LOG (MANDATORY)
The Contractor shall submit a complete submittal log within 10 calendar days after Notice to
Proceed.
The submittal log shall:
• List all required submittals
• Be organized by Attachment A LIN
• Identify submittal type and status
• Be updated throughout the contract
8.2 LIN-BASED SUBMITTALS (CRITICAL CONTROL)
All submittals shall be organized and submitted by Attachment A line item (LIN).
Each submittal shall clearly identify:
• LIN number
• Exhibit number
• Panel size
• System type
• Material type
• Mounting condition
Submittals that are not clearly tied to a specific LIN shall be rejected.
8.3 REQUIRED SUBMITTALS
The Contractor shall submit the following:
8.3.1 Product Data
• Product data sheets and technical specifications for all panels, hardware, and components
8.3.2 VIS Hardware Submittals (PER LIN)
For each LIN, the Contractor shall submit:
• VIS assembly series (e.g., WM, UP, UPN2, LP, UPTR)
• Nominal panel size
• Material type (galvanized steel or weathering steel)
• Mounting type (direct burial, concrete baseplate, wood deck baseplate, display case)
• Complete list of components and accessories
All VIS hardware submittals shall be cross-referenced to the corresponding LIN.
8.3.3 Shop Drawings
The Contractor shall submit shop drawings where configuration, mounting, or clearances are critical.
Shop drawings shall include:
• Dimensions
• Mounting details
• Component relationships
• Baseplate and anchorage details where applicable
8.3.4 Panel Construction Data
The Contractor shall submit fiberglass embedment panel data including:
• Panel build-up
• Thickness
• Materials
• UV resistance
• Surface finish
• Compatibility with VIS hardware
8.3.5 Custom Cutout Submittals
For each custom cutout LIN, the Contractor shall submit:
• Panel shape and dimensions
• Stand design
• Number of stands
• Stand spacing
• Attachment details
• Stability confirmation
8.3.6 Material and Finish Data
The Contractor shall submit documentation confirming:
• Galvanized steel components are hot-dip galvanized and uncoated
• Weathering steel components are uncoated
• No additional coatings are applied
8.3.7 Manufacturer Certifications
The Contractor shall submit certifications and test reports demonstrating compliance with specified requirements where applicable.
8.3.8 Warranty Documentation
The Contractor shall submit warranty documentation identifying:
• Coverage terms
• Duration
• Applicable components
8.3.9 Pre-Shipment Verification
The Contractor shall submit a pre-shipment checklist or packing list that:
• Is organized by LIN
• Identifies panel size per LIN
• Identifies material type per LIN
• Confirms completeness of each system
8.4 APPROVAL REQUIREMENT
The Contractor shall not:
• Order materials
• Fabricate panels or hardware
• Ship any items until submittals are approved in writing by the Contracting Officer.
8.5 REJECTION OF SUBMITTALS
The Government shall reject submittals that:
• Do not match Attachment A
• Do not identify LINs
• Contain incomplete information
• Propose nonconforming materials or systems
8.6 NO RELIEF OF RESPONSIBILITY
Approval of submittals shall not relieve the Contractor of responsibility for:
• Errors
• Omissions
• Nonconforming work
• Compliance with all contract requirements
