Materials must be delivered to the East Rim Facility Management Complex at 4721 Leatherwood Road, Oneida, Tennessee 37841, with all deliverables subject to Government inspection for conformance with approved submittals, NPS standards, completion of inventory items, and structural integrity. Any non-conforming materials must be corrected or replaced at no additional cost to the Government.

1. BACKGROUND:
Big South Fork National River and Recreation Area (BISO) encompasses approximately 125,000 acres across Kentucky and Tennessee and preserves significant natural, cultural, and historical resources. The Blue Heron Mining Area, also known as Mine 18, is a primary interpretive destination within the park and represents a reconstructed historic coal mining community featuring “ghost structures” and associated interpretive features.
Existing interpretive signage throughout the Blue Heron Mining Area has exceeded its service life and no longer meets current National Park Service (NPS) UniGuide standards. Many panels are weathered, illegible, or structurally outdated.
This project supports the fabrication and replacement of interpretive wayside exhibits and associated signage systems throughout the Blue Heron Mining Area. The work includes multiple exhibit types such as low-profile waysides, upright panels, multi-panel structures, ghost structure exhibits, directional signage, and specialty interpretive elements as identified in the Government-provided inventory and supporting documentation.

3. PLACE OF PERFORMANCE:
All fabricated materials shall be delivered to:
Big South Fork National River and Recreation Area
East Rim Facility Management Complex
4721 Leatherwood Road
Oneida, TN 37841
4. PERIOD OF PERFORMANCE:
The contractor shall have no more than 120 calendar days to complete all required taskings once the offeror receives the notice to proceed, with the only exceptions being unforeseen events beyond the contractor's control and/or delays that are caused by the National Park Service.
5. SCOPE:
The contractor shall provide all labor, materials, equipment, fabrication, quality control, packaging, and delivery necessary to produce complete interpretive signage systems.
The work includes fabrication of all signage systems identified in the Government-provided sign inventory, layout documents, and supporting project materials. These documents define the full scope of work, including sign types, configurations, dimensions, and quantities.
The contractor shall fabricate all signage elements identified in the inventory unless specifically noted as “not to be replaced.”
Signage systems include, but are not limited to:
• Low-profile wayside exhibits
• Upright and pedestal-mounted panels
• Multi-panel interpretive structures
• Ghost structure wayside exhibits
• Wall-mounted panels
• Directional and orientation signage
• Specialty and custom interpretive elements
All signage systems shall be fabricated as complete, install-ready units including panels, frames, bases, mounting hardware, and structural components.
Installation is excluded and will be performed by National Park Service personnel.
6. TASK:
6.1 General Requirements
The contractor shall fabricate all signage systems identified in the Government-provided inventory documents. The inventory list and supporting materials are considered part of this contract and define the required quantity and configuration of all signage elements.
The contractor shall:
• Verify all dimensions prior to fabrication
• Coordinate with the COR on any discrepancies
• Not omit or modify scope without written approval
• Provide all materials new and suitable for long-term outdoor use
6.2 Fabrication Requirements
The contractor shall fabricate a complete suite of interpretive signage systems including a mix of exhibit types and configurations. Work includes fabrication of panels and all associated structural and mounting components.
Sign types include:
• Single-panel waysides
• Multi-panel exhibits
• Multi-sided interpretive structures
• Ghost structure interpretive installations
• Directional signage systems
• Wall-mounted panels
• Custom exhibit configurations
All systems shall be fabricated to match the Government-provided inventory, layout requirements, and design intent.
6.3 Panel Requirements
All interpretive panels shall be fabricated using:
Fiberglass embedment process ONLY
Panels shall be:
• UV resistant
• Weatherproof
• Fade resistant
• Graffiti resistant
• Suitable for long-term outdoor exposure
The contractor shall:
• Produce panels using Government-furnished artwork
• Submit proofs for Government approval prior to production
• Ensure color accuracy and graphic clarity
• Ensure panel edges, finishes, and mounting interfaces meet NPS standards
6.4 Hardware and Structural Components
The contractor shall fabricate all hardware and structural components necessary to produce complete signage systems.
Hardware includes:
• Low-profile bases
• Upright/pedestal frames
• Multi-panel support structures
• Wall mounting systems
• Custom structural assemblies
Materials shall include:
• Weathering steel
All hardware shall be:
• Structurally sound
• Corrosion resistant
• Designed for long-term outdoor exposure
• Capable of panel replacement without full system removal
6.5 Accessibility Requirements
All signage systems shall comply with:
• Architectural Barriers Act Accessibility Standards (ABAAS)
• NPS UniGuide standards
This includes:
• Proper viewing heights
• Readability and contrast
• Accessible approach and usability
6.6 Delivery Requirements
All signage systems shall be:
• Fully assembled or packaged as complete systems
• Properly protected to prevent damage during transport
• Clearly labeled and identified
Each component shall:
• Be cross-referenced to the inventory list
• Include all necessary hardware for installation
• Be organized for efficient field installation
Delivery shall be coordinated with the COR.
6.7 Discrepancies and Coordination
Any discrepancies between the inventory list, drawings, field conditions, or design intent shall be brought to the attention of the COR prior to fabrication.
The contractor shall not:
• Omit work
• Substitute materials
• Modify configurations without written approval from the COR.
7. INSPECTION:
All materials will be inspected by the Government upon delivery.
Acceptance will be based on:
• Conformance with approved submittals
• Compliance with NPS UniGuide standards
• Completion of all inventory items
• Panel quality, durability, and finish
• Structural integrity of hardware systems
Any materials not meeting requirements shall be corrected or replaced at no additional cost to the
Government.
