Material specifications include galvanized steel and weathering steel as identified in Attachment A per the NPS VIS Hardware Manual, with no substitutions authorized. Contractors must base all pricing and fabrication on solicitation documents, Attachment A, approved questions and answers, and formal amendments issued by the Contracting Officer.

Solicitation 140P5126Q0038 Replace Interpretive Signs Big South Fork National River and Recreation Area

Representative Photo Disclaimer

Representative photos are provided solely to assist offerors in understanding existing conditions, exhibit configurations, mounting conditions, and the general intent of the project. The photos are not intended to revise, replace, or supersede the requirements contained in the Statement of Specifications, Attachment A, the VIS Hardware Manual, or any other solicitation document.

In the event of a discrepancy between a representative photo and the solicitation requirements, the solicitation requirements shall govern. Offerors shall base pricing and fabrication on the solicitation documents, Attachment A, approved questions and answers, and any formal amendments issued by the Contracting Officer.

Government Response to Questions

Q1. Would we be able to provide an alternative signage solution for your project?

A1. No. The solicitation requires National Park Service UniGuide Visitor Information Sign System (VIS) hardware and fiberglass embedment panels as identified in the Statement of Specifications and Attachment A. Non-VIS hardware or alternate panel types will not be accepted.

Q2. VIS Cantilever - Cantilever style exhibit bases come with two posts on either side of the panel. For the 21x21 Cantilevers, one post is specified. Would you like one post tucked under the panel, or one on each side?

A2. The 21x21 cantilever exhibits shall be single-post cantilever systems. The intent is similar to the existing installation condition shown in the representative photo below, with each individual panel supported by a single post.

The contractor shall provide the single-post configuration for those line items and shall include the proposed post location, frame layout, and mounting details in the required shop drawings/submittals.

Q3. VIS Tri - Are all three sides of the Triangular Kiosks for panel inserts, or are some of the sides bulletin cases?

A3. All three sides are for panel inserts. Attachment A identifies the VIS TRI items as three-sided systems with three panel faces. Bulletin cases are not intended for those TRI line items unless specifically identified in Attachment A or approved in writing by the Contracting Officer.

Representative photos are provided below to clarify the existing multi-sided exhibit condition and general replacement intent.

Q4. VIS Upright - Can you define the “notes” for the VIS Uprights? What does Split, Converted, Small, and Double mean?

A4. For the VIS Upright line items:

Split means the exhibit content is separated into individual Attachment A line items and shall be provided as separate complete systems for each listed line item.

(The existing wayside at this location will be replaced with three separate VIS Upright exhibits)

Double means the system is double-faced and shall provide two display faces as identified in Attachment A.

Small refers to the smaller upright panel sizes identified in Attachment A.

(Smaller 15”x15” wayside)

Converted means the existing wayside does not match a standard VIS panel size or configuration. The item has been converted to the closest compatible VIS upright size shown in Attachment A. The contractor shall provide the VIS-compatible upright system matching the dimensions, material, mounting condition, and support requirements identified in Attachment A.

Q5. VIS Wall - Are the systems identified as “Display Case” also known as bulletin cases with a clear front? If so, does the park want the inside material to be magnetic or rubber?

A5. No. The line items identified as “Display Case” are not intended to require new bulletin cases. The intent is for the panels and frames to be fabricated for final installation within existing display case conditions. These line items are intended to function as wall-mounted framed panels within the existing display case conditions.

The contractor shall provide the required panels, frames, and internal mounting hardware necessary for the listed display case line items. The contractor shall not provide new external anchors, modify the existing display cases, or assume new bulletin cases.

Magnetic or rubber interior backing is not required unless specifically identified in Attachment A or approved through the submittal process.

Q6. VIS Wall - Can you define the “notes” for the VIS Wall Mounts? What does Large frame combined for 17&18, Continuous, and 2-tier system mean?

A6. For the VIS Wall line items:

Large frame combined for 17&18 means Exhibits 17 and 18 are intended to function together as one combined wall-mounted display condition. The contractor shall submit shop drawings showing the proposed combined frame/layout for Government review prior to fabrication.

Continuous frame means the listed panels are intended to read as one continuous wall-mounted display condition rather than unrelated standalone panels. The contractor shall submit shop drawings showing the complete frame layout, panel arrangement, seams, and mounting details.

2-tier system means the wall-mounted or display-mounted frame condition includes two stacked/tiered panel areas as identified in Attachment A. The contractor shall submit shop drawings showing the two-tier layout, panel sizes, frame arrangement, and mounting details.

All wall-mounted systems shall match Attachment A and shall be submitted by LIN for Government review and approval before fabrication.

Q7. Can the park explain the reasoning/benefits for using galvanized steel exhibit bases? This is not something we have seen for waysides.

A7. Galvanized steel is a standard material option identified in the NPS VIS Hardware Manual and is specifically required for the line items where it is identified in Attachment A. The contractor shall provide galvanized steel where Attachment A identifies galvanized steel and weathering steel where Attachment A identifies weathering steel.

No material substitutions are authorized unless approved in writing by the Contracting Officer.

Offerors shall base pricing on the materials identified in Attachment A and the Statement of Specifications.

Q8. Can the park provide photos of the existing signage?

A8. Yes. Representative photos are provided with these responses for clarification. The photos are intended to assist offerors in understanding general existing conditions and installation intent. They do not replace or revise the requirements of Attachment A, the Statement of Specifications, or the VIS Hardware Manual.

Offerors shall base pricing and fabrication on the solicitation documents, Attachment A, the VIS Hardware Manual, and any formal amendments or Q&A issued by the Contracting Officer.
