About this file
This is a concept design plan document for the City of Hayward's Downtown Bike Loop project, a transportation infrastructure initiative spanning five downtown streets: City Center Drive, 2nd Street, B Street, C Street, and Watkins Street. The project encompasses the design and installation of protected bike lanes, two-way cycle tracks, buffered bike lanes, raised concrete islands, rectangular rapid-flashing beacons (RRFB), bicycle signals, curb ramps, and multi-directional crossing improvements across multiple intersections. The concept plan includes six sheets detailing various segments of the bike loop with specific design elements such as parking configurations, bus stop locations, truck turn templates, and potential utility conflicts. The design addresses pedestrian safety through features including mid-block crosswalks, no-right-turn-on-red restrictions, and curb ramp reconstructions at key locations. The proposal submission deadline is June 5, 2026, at 4:00 p.m., with an optional pre-proposal conference and site walkthrough scheduled for May 14, 2026, at 1:00 p.m. via Microsoft Teams; questions must be submitted by May 22, 2026, at 4:00 p.m.
The project requires qualified civil engineering design services consultants to prepare comprehensive Plans, Specifications, and Estimates (PS&E) based on these conceptual plans, with deliverables at 30%, 60%, 90%, and 100% completion milestones, along with construction support services. The City of Hayward has established a Local Business Contract Equity (LBCE) Program requirement with a 70% Local Business Enterprise (LBE) goal and 30% Small Local Business Enterprise (SLBE) goal. The project is funded through Alameda County Transportation Commission (ACTC) sources including Measure B and Measure BB funds. Contractors must comply with California prevailing wage requirements, certified payroll obligations, and maintain Workers' Compensation and Public Liability Insurance with minimum single limits of $1,000,000. All contractors and subcontractors must execute labor and performance bonds at minimum 100 percent of contract value. Evaluation criteria include project understanding and approach (25 points), firm experience (20 points), project staffing qualifications (15 points), project manager qualifications (15 points), cost (15 points), and LBCE participation (10 points). No specific budget range or award value is disclosed; however, the City Council reserves the right to split awards among multiple proposers.
