About this file

This is a Bidder Response Template for the Request for Qualifications and Quote (RFQQ) No. 27-DCYF-EL-004 issued by the Washington Department of Children, Youth, and Families (DCYF) for a Statewide Family Access Survey. The project requires bidders to design and disseminate a survey and provide comprehensive analysis of results. The response template is structured to evaluate bidders on technical and management capabilities, with the technical proposal worth 75 points and the management proposal worth 25 points for a total of 100 points. Bidders must address project approach and methodology (20 points), work plan with sufficient detail on project requirements and tasks (25 points), project schedule with completion timelines and deliverable dates (10 points), outcomes and performance measurement describing impacts and monitoring methods (10 points), and detailed deliverables (10 points). The management section requires bidders to provide organizational structure and internal controls (10 points), staff qualifications and experience with assigned responsibilities and resumes (5 points), relevant experience of the bidder and subcontractors (5 points), and other qualifying experience (5 points).

Bidders must demonstrate mandatory scored qualifications including existing access to survey dissemination software, understanding of sampling strategy and statistical power for key research questions with oversampling capabilities for difficult-to-reach populations, professional experience designing and implementing surveys with more than 500 participants in English and Spanish, and professional experience analyzing and presenting survey results. Desirable qualifications include professional experience contacting parents of young children, disseminating surveys to rural areas of Washington State, and designing surveys with more than 1,000 participants in languages other than English and Spanish. Bidders must provide complete and clear proposals with all required information, as evaluators will not assume prior knowledge of the bidder or proposed solution, and incomplete submissions may result in reduced scoring.
