About this file
This document is a Bidder Response Template for a Request for Qualifications and Quotations (RFQQ) issued by the Washington Department of Children, Youth, and Families (DCYF) for Part C of IDEA Mediation services. The solicitation seeks qualified contractors to provide mediation services for parents, early intervention service contractors, and service providers. The proposal is scored across two main categories: Technical Proposal (45 points) and Management Proposal (45 points), with key evaluation areas including project approach, mediation experience, team structure, staff qualifications, and organizational experience.
The bidder's response must comprehensively detail their methodology, team composition, staff credentials, and relevant experience in providing IDEA mediation services. Scoring is structured to reward contractors with extensive mediation experience (up to 20 points for 11+ years of service), robust internal controls, qualified personnel, and proven performance in similar service delivery. Contractors must commit to using the staff identified in their proposal and obtain DCYF approval for any personnel substitutions. The evaluation emphasizes not just technical capabilities but also the depth of experience and potential impact of proposed mediation services.
