About this file

This is a bidder questions and answers document for RFP 25-2720 issued by the Michigan Department of Natural Resources for native trees and acorn seed collection for Waterloo Recreation Area. The procurement seeks contractors to provide native tree seedlings and collect black oak acorns, with specifications requiring 1-year-old seedlings with well-developed shoots, leaves, and healthy root systems, though bidders may propose longer growing periods if needed for specific species due to seed dormancy or root development requirements. The DNR will consider purchasing reasonable surplus quantities beyond the requested amounts if budget allows, and all trees must be of local genotype matching the geographic specifications stated for black oak.

The pricing structure requires seed collection costs to be factored into seedling prices for nursery-grown trees, with white oak being exclusively nursery-grown while black oak may be either nursery-grown or provided as seed only to the DNR. For black oak seed-only procurement, contractors will be evaluated and held to their proposed hourly rates, with total cost estimates used for budget planning purposes. The procurement allows flexibility in contract duration, with bidders able to specify whether they need one or two growing seasons based on their nursery systems and species requirements.

Bidder Question
Answer (to be completed by the State)

1.1 Product Specifications

Subsection 1

Will the DNR purchase more material if the grower produces more than is requested?

Our needs are large, and we will purchase a reasonable surplus from the awarded vender provided our budget will allow.

1.1 Product Specifications

Sub Section 2 Sub Section 5

By "1-year old seedling" do you mean 12 months from the time the seed was collected or 12 months from the time the seed germinated or germinated in the spring and sold in the fall of the same year?

1.1.5 Trees must have a normal, well-developed shoot and leaves for a 1-year-old or 2-year-old trees/shrubs (depending on award) and vigorous, healthy root systems.

Referring to the last two items - Can you explain how old the material needs to be? And is this a one or two year contract?

We are seeking healthy viable trees. From past experience we believe this can be achieved within one year from seed collection (one growing season). All bidders should provide the time (timeline) needed should a particular species need longer than one growing season. For example, if seed dormancy or proper root development in your nursery system requires two seasons this should be sated in your bid and will be considered accordingly.

Schedule B Pricing

If bidding on the growing portion should the seed collecting be factored into the price of the seedlings?
Yes

It appears all the white oak will be nursery grown and assume the seed collection should be included in the price. But black oak could be either nursery grown or seed provided to the DNR. How would the collector bill for the collection of seed if only providing the seed?

On the bid response form the line items for trees should be for the trees and include all aspects required to produce those trees including seed collection. For the line item for just black oak seed your hourly rate is how you will be evaluated/held to. The total cost requested is just an estimate for budget planning purposes.

1.1 Product Specifications

It was not stated explicitly. Can we assume that the genotype of the white oak needs to be the same genotype geographically as that stated for the black oak?
Yes. The specifications state local genotype for all species where seed is being collected and/or trees are being grown.
