About this file

This is a Question and Answer Report documenting clarifications provided by the State of Oregon, Department of Oregon State Police, and the Oregon Office of the State Fire Marshal regarding their Structural Prep Kit Equipment Maintenance procurement. The document addresses six key inquiries from potential bidders regarding system specifications and facility requirements. Clarifications include confirmation that two-way voice services require audio communication capability with recordings between the office and monitoring station, door contacts are needed for each exterior door opening (including both doors of double door sets for a total of eight contacts), no existing alarm system or wiring is currently in place, wireless alarm sensors are preferred if available, audible/visual alarm specifications for Phase 2 remain undetermined with iPad-based solutions deemed unavailable, and the facility has power available to both the shed and connex box S-25700-00002298. These responses indicate the procurement involves security system installation and monitoring services as a component of the broader equipment maintenance contract.

The Q&A responses establish baseline requirements and preferences that bidders must address in their proposals to ensure compliance with the Agency's operational needs. The confirmation of existing facility conditions—specifically the absence of current alarm infrastructure and availability of power to outbuildings—provides bidders with essential site information for scoping work and estimating costs. The emphasis on wireless sensor options and the requirement for comprehensive two-way communication capabilities between office and monitoring station indicate the Agency prioritizes modern technology and reliable communication for operational oversight. These clarifications were necessary to ensure all potential vendors had consistent understanding of requirements prior to proposal submission for the five-year maintenance contract with a maximum spend not to exceed $150,000.00.

Two-way voice services means the ability for two-way audio communication between the office and the monitoring station, including recordings.

2 Door contacts Will you need a door contact for each door of the double doors included? Meaning 8 door contacts?

Yes, each door that opens on the outside would need one, if it is a double door set then both would need it.

3 Existing system Is there any existing alarm system or wiring in place today?

No

4 Wirless options Would you prefer wireless alarm sensors if available?

Yes if available

5 Audible/Visual What do you envision for an audible/visual alarm in phase 2?

Are these interior or exterior sirens? Would an audible siren from an ipad, for example, be sufficient?

Unsure, that has not been looked into at this time, ipad would not be available.

6 Power/networking for outbuildings

Yes power to the shed and connex box
