About this file

This is a Bid Prices document for the City of Gainesville, Florida, soliciting flat-rate pricing for Diesel Particulate Filter (DPF) and Diesel Oxidation Catalyst (DOC) parts and cleaning services for the Regional Transit System (RTS) and City Fleet Management. The solicitation is divided into two lots: Lot 1 encompasses DPF and DOC cleaning services using air knife or kiln methods for specified Cummins part numbers, with bidders required to provide estimated turnaround times; Lot 2 includes fourteen replacement emissions control parts with specific manufacturer part numbers, requiring bidders to provide estimated delivery times. All pricing must remain firm from October 1, 2026, through September 30, 2027. The question submission deadline is April 27, 2026, at 11:59 p.m., with bid responses due May 11, 2026, at 3:00 p.m. Awards will be made separately to the lowest responsive and responsible bidder for each lot based on cost per unit evaluation using a points-based system where the lowest price receives the highest points.

Pricing must be submitted as cost per unit with annual usage quantities, and bidders may submit extended costs and alternate options prior to the question deadline. Warranty information is requested, including details on coverage, term, and the provider (bidder or manufacturer). The document specifies that the number of bidder responses will determine the actual point distribution levels for cost comparison. No guaranteed minimum purchase amounts are indicated, and all service contractors must comply with City living wage requirements, E-Verify procedures, and maintain minimum insurance coverage of $1,000,000 public liability per occurrence and $500,000 automobile liability per occurrence. The City of Gainesville offers up to five percent local preference points for vendors with a valid City business tax receipt and physical location within city limits.
