The successful contractor must provide a minimum two-year workmanship warranty and the manufacturer's 20-year Total System No Dollar Limit warranty, along with applicable wind warranty coverage. Vendors must demonstrate proof of workers' compensation and liability insurance with minimum coverage of $1,000,000 for death or injury and $500,000 for property damage. Bidders shall submit proposals including a site safety plan and post-work cleanup plan, and may submit alternate proposals if deemed more suitable. A performance bond may be required for the winning bidder in accordance with City policy. The City reserves the right to reject any and all proposals, cancel the RFP, waive irregularities, or accept the proposal deemed most suitable. Request for Proposals

Dodge City YMCA Pool Facility Roof Improvements

August 7th, 2026

ROOF SYSTEM REQUIREMENTS

The project shall include the installation of a complete retrofit TPO roofing system, including all required wall flashings, curb flashings, penetration flashings, and accessories necessary to provide a complete, watertight roofing assembly. All bidders are required to make an on-site visit to inspect the existing roof. The bidders must sign in at the front desk of the YMCA. Bids may be excluded if the site visit was not completed and documented.

The scope of work shall include, at a minimum, the following:

Perimeter Wood Blocking

Install new 2 in. x 6 in. wood blocking around the roof perimeter to accommodate the additional insulation thickness.

Provide a total of four (4) layers of wood blocking.

Fasten the first layer directly to the bottom roof purlin.

Include all blocking required at tie-ins to the existing metal roofing system.

Roof Curbs

Raise all existing roof curbs as required to accommodate the new insulation system.

Maintain a minimum curb height of eight (8) inches above the finished TPO roof surface.

Flute Fill

Install loose-laid expanded polystyrene (EPS) flute fill over the existing metal roof panels prior to insulation installation.

Roof Insulation

Install two (2) layers of 2.5-inch polyisocyanurate (ISO) insulation board.

Coverboard

Install one-half inch (½") high-density ISO cover board.

Mechanically fasten the cover board through the existing roof structure.

Provide a minimum of sixteen (16) fasteners per 4 ft. x 8 ft. board or as required by the roofing manufacturer, whichever is more stringent.

Roof Membrane

Install a fully adhered 60-mil thermoplastic polyolefin (TPO) roofing membrane over the completed insulation assembly. Basis of design is Elevate or approved equivalent.

Manufacturers’ specifications must be provided.

All seams, penetrations, and flashing details shall be completed in accordance with the roofing manufacturer's published installation requirements.

Section Sheet Metal Flashing and Trim

Product must be Berridge Metal or an approved equivalent Kynar 500 2 coat painted metal. Manufacturer specs must be provided.

Install new 24g perimeter facia extension metal Install new 24g counter flashing Install new 24g wing back box gutter Install termination bar ad cover tape at TPO to existing metal roof tie.

Warranties

The successful contractor shall provide the following warranties upon completion of the project:

Contractor's minimum two (2) year workmanship warranty covering defects in installation.

Manufacturer's twenty (20) year Total System No Dollar Limit (NDL) Warranty.

Standard manufacturer wind warranty applicable to roofing installed over the existing metal roof panels.

LIQUIDATED DAMAGES

This project needs to be completed in a timely manner. Such that liquidated damage must be assessed if the project is not complete on time. Liquidated damages will be assessed at $500.00 per day.

The project shall be completed by November 27th, 2026.

If this deadline is not possible, please provide an alternate date.

ADDITIONAL REQUIREMENTS

The City of Dodge City is not liable for any costs incurred by vendors in preparing their response to this RFP. Respondents may be asked to clarify or expand upon information provided. Any RFP response received after the deadline may be disqualified.

Bidders should make the necessary effort to view the site and familiarize themselves with the building and roof conditions as part of their bid preparation process.

The City of Dodge City reserves the right to reject any and all proposals or cancel this request for proposal.

Vendor shall provide proof of workers’ compensation and liability insurance, which protects against general claims as well as bodily injury or wrongful death. Coverage shall be $1,000,000 for death or injury and $500,000 for property damage.

Vendor proposal shall include a site safety plan and post-work cleanup plan.

Anti-Discrimination: Respondents agree that there will be no discrimination as to race, sex, religion, color, age, creed, or national origin in regard to obligations, work, and services performed under the terms of any contract ensuing from this RFP.

A performance bond may be required for the winning bidder in accordance with City policy.

PROPOSALS

All proposals shall be submitted to the Director of Finance, City of Dodge City, 100

Chaffin Rd. by 2:00pm on September 3rd, 2026. Each proposal shall be enclosed in a sealed envelope or wrapping, identified on the outside with YMCA Pool Roof Improvements the proposal opening date, and the time of bid opening.

All proposals to be mailed shall be enclosed in a sealed envelope and clearly identified as to project, bid opening time and dates, and sealed in a second envelope and mailed to the City

Finance Director, 100 Chaffin Road, Dodge City, Kansas 67801. It is strongly recommended that special mailing be used to ensure that the Director receives the bids before the opening time and date.

Bidders may submit alternate proposals should they feel that a better, more suitable system will result. The city will be the sole judge of suitability. There will NOT be a live bid opening for this RFP.

No bidder may withdraw his proposal for at least thirty (30) days after the scheduled closing time for the receipt of the proposal. The City reserves the right to accept the proposal which, in its judgement, is the best proposal; to reject any or all proposals; and to waive irregularities or informalities in any proposals. Proposals received after the specified time of closing shall be returned unopened.
