BACKGROUND

The Town of East Hartford sits adjacent to Hartford, Connecticut, at the intersections of

Interstate 84, State Route 2 and State Route 15 with an area of approximately 18.8 square miles and a population of approximately 51,000. East Hartford operates a 460MHz radio system that provides service to its public safety agencies, public works and Town support agencies.

The public safety agencies include the East Hartford Fire Department, and the East Hartford

Police Department.

Town departments operating on the system include the Department of Public Works, Social

Services, Parks and Recreation Department, Building Department, and Emergency

Management.

Several large buildings in Town may require bi-directional amplifiers (BDAs) to ensure in-building coverage (such as Wayfair and Lowes warehouses and possible new construction) and should be considered in the project. BDAs may need to be purchased by current or future building owners and would be maintained by those owners.

The Town of East Hartford Fire operates approximately 275 Motorola APX portable radios, 13 Motorola APX 8500 & 6500 mobile radios, 6 Kenwood VM8000 mobile radios, and 2

Kenwood VP8000 portables radios as well as Motorola CDM, XTS, & XTL radios. The Board of Education operates approximately 300 Motorola CP100D portable radios and 25

XPR7550E on their own DMR radio system. The Board of Education is also seeking separate proposals for Improving 2-way Radio Communication at East Hartford High School. Contact the East Hartford Board of Education for further details on that separate project.

The current system was purchased in 2003 and became operational in late 2003.

The current system consists of a four-site satellite voting receiver system with a single transmit site at 100 Sunset Ridge Drive. There are currently 7 channels on the system. The system has received several upgrades over the years, including a 7 position Motorola

MCC7500 dispatch console in 2015. The addition of satellite voting receivers for PD1 & Fire

Main as well as Fire-ground channel audio recording at 330 Hills Street, 333 East River

Drive, and 31 School Street linked by microwave in 2014. The Public Safety Complex also houses backup repeaters for Fire Main, Admin, PD1, PD2 & various radios for interop ability.

PRE-BID MEETING, SUBMISSION AND DEADLINES

The Town will conduct a non-mandatory pre-bid meeting at the Public Safety Complex

Lobby, 31 School Street, East Hartford, CT on Tuesday, March 31, 2026 @10 a.m. All vendors please meet in the main lobby. As a group, you will be taken to one of the conference rooms. At that time, vendors may ask questions. This in person pre-bid meeting will be the only time bidders will have access to view system resources.

All questions and Requests for Information regarding this request for proposals must be submitted to Michelle Enman, Purchasing Agent, at menman@easthartfordct.gov by the end of business on Monday, April 13, 2026 for consideration. Answers will be issued in the form of an addendum to be issued by the end of business on Thursday, April 16, 2026.

To be considered, five copies of sealed proposals and one fully digital version in the form of a flash drive must be submitted to the Town of East Hartford Purchasing Division at 740 Main

Street, East Hartford, CT, 06108, and stamped in by Tuesday, April 21, 2026 @ 11a.m. The envelope should be clearly marked on the outside “Proposal for Radio System Assessment and
