The project timeline encompasses a 90-day analysis phase followed by a 90-day recommendations phase for a total anticipated duration of 180 days.

Addendum No. 2 includes detailed technical data comprising East Hartford radio frequencies for all departments, RF propagation study maps for the Fire Department transmission site at Sunset Ridge (prepared June 25, 2012), and a tower structural evaluation report prepared by Hudson Design Group LLC documenting a 140-foot self-supporting tower supporting AT&T antennas. The existing infrastructure consists of a four-site satellite voting receiver system with a single transmit site and seven channels operational since 2003. Proposers must meet minimum qualifications including five years of consulting experience, expertise in trunked and P25 systems, lifecycle costing experience, in-building survey capabilities, familiarity with NFPA 1221 and 1225 standards, and multiagency coordination skills.
