About this file
This is Addendum No. 1 to Request for Proposal Bid No. 26-19 issued by the Town of East Hartford, Connecticut on April 16, 2026, for professional consulting services to conduct a comprehensive assessment of the municipality's land mobile radio (LMR) communications system. The addendum addresses 19 questions and answers submitted by prospective bidders regarding the scope, methodology, and deliverables for the radio system analysis project. Key clarifications include confirmation that the assessment covers the Town's entire 460 MHz conventional system across four transmit/receive sites (Public Safety Complex, Sunset Ridge, 333 East River Drive, and 465 Hills Street), with approximately 10-15 representative facilities designated for in-building coverage testing including public safety buildings, municipal buildings, schools, and select large commercial/industrial facilities. The consultant must perform both on-street mobile and portable coverage testing utilizing a quarter-mile grid-based methodology, supplemented by roadway-based data collection, and deliver both predictive propagation modeling maps and empirical field testing results with pass/fail metrics evaluated using Delivered Audio Quality (DAQ) 3.4 standards. The original RFP solicitation opened on March 19, 2026, with a mandatory pre-bid meeting held on March 31, 2026, questions due by April 13, 2026, and sealed proposals due by April 21, 2026. The project is structured as a 90-day analysis phase followed by a 90-day recommendations phase for a total anticipated timeline of 180 days.
The addendum confirms that the Town has no past consultant studies on file, maintains strong working relationships with surrounding municipalities for potential frequency planning and resource sharing coordination, and is not restricted by grant funding stipulations. The existing infrastructure includes Aviat 11 GHz and Cambium PTP670 microwave connections between sites without redundancy through fiber. Emergency generators with automatic transfer switches are installed at the Public Safety Complex, Sunset Ridge, and 333 East River Drive; however, 465 Hills Street has only a transfer switch and Hubbell generator inlet without a Town-owned generator. The Fire Department has successfully secured FEMA Assistance to Firefighters Grants totaling $2,198,087.07 over the past four years. Minimum consultant qualifications require five years of consulting experience, expertise in trunked and P25 systems, lifecycle costing capabilities, in-building survey capabilities, familiarity with NFPA 1221 and 1225 standards, and demonstrated multiagency coordination skills. Consultant selection criteria are weighted as follows: firm experience (25%), personnel qualifications (20%), technical approach (25%), past performance (10%), and cost (20%). Proposers are prohibited from being manufacturers, distributors, resellers, or system integrators of LMR equipment and must disclose any business relationships with major vendors including Motorola Solutions, L3Harris, Kenwood, Tait, or EF Johnson within the past three years. Insurance requirements mandate professional errors and omissions coverage of $1,000,000 per claim and $1,000,000 annual aggregate, as well as commercial general liability insurance of $1,000,000 per occurrence and $2,000,000 aggregate, with the Town named as additional insured.
