About this file

This is a bid form for the City of Palo Alto's Request for Quotation #185494 regarding the purchase and delivery of bulk chemical solutions to Rinconada Swimming Pools located at 777 Embarcadero Road in Palo Alto, California. The procurement requires bidders to provide approximately 26,000 gallons annually of 12.5% Sodium Hypochlorite Solution and 8,000 gallons annually of 14.5% Muriatic Acid Solution, with deliveries scheduled as needed to ensure tanks remain adequately stocked. The contract term spans three years from July 1, 2026, through June 30, 2029, with potential extension for two additional 12-month periods. Bidders are strongly encouraged to inspect the delivery site prior to submission due to limited truck access. The sealed quotation submission deadline is April 9, 2026, at 3:00 p.m., with contract award anticipated for June 30, 2026. Award will be made to the lowest responsive and responsible bidder based on the grand total pricing for all three years.

Pricing shall be quoted on a per-gallon basis for each of the three contract years and must be all-inclusive of regulatory compliance, fuel surcharges, delivery fees, California mill tax, California pesticide assessment fees, and applicable taxes, excluding sales tax. The City has estimated total project value at approximately $240,000 over the three-year period. No set-asides for disadvantaged enterprises are specified, and no incumbent contractor is identified. Bidders must acknowledge receipt of any addenda issued during the procurement process and warrant that they possess appropriate state licensing as a California contractor, comprehensive insurance coverage with minimum general liability and automobile liability limits of $1,000,000, and the ability to provide same-day emergency delivery response including on weekends and holidays at no additional cost to the City.
