About this file
This is a Scope of Service document for the City of Palo Alto, California, detailing requirements for the purchase and delivery of bulk chemical solutions to Rinconada Pools. The City is requesting pricing for two products: 12.5% Sodium Hypochlorite Solution to be delivered to a 1,000-gallon tank located in the mechanical room, and 14.5% Muriatic Acid Solution to be delivered to a 350-gallon tank located just outside the mechanical room, both at 777 Embarcadero Road in Palo Alto. The vendor must establish a delivery schedule that ensures tanks are never depleted, with same-day response required for emergency deliveries on weekends and holidays at no additional cost to the City. Estimated annual quantities are 22,000 to 26,000 gallons for Sodium Hypochlorite Solution and 6,000 to 8,000 gallons for Muriatic Acid Solution. Delivery access is limited, and vendors are advised to inspect the site prior to bidding. Deliveries must occur between 8:00 a.m. and 5:00 p.m. due to truck route and community noise ordinance restrictions. Vendors must contact the Facilities Help Line at (650) 496-6900 prior to delivery to access locked tank areas.
Pricing shall be quoted per gallon on an all-inclusive basis, excluding sales tax, and must include regulatory compliance, fuel surcharge, delivery, California mill tax, California pesticide assessment fees, and any other applicable taxes or fees. Vendors are prohibited from making modifications to the tank filling system and must follow all safe work practices. Dennis Huebner, Project Manager, serves as the primary point of contact for the City of Palo Alto Facilities Management Division, located at 3201 East Bayshore Road, Palo Alto, CA 94303, reachable at (650) 496-6970 or dennis.huebner@paloalto.gov. Invoices should be directed to Josh Rivas at Joshua.Rivas@paloalto.gov.
