About this file

This is a bid drawing document prepared by the State of Michigan's Department of Technology, Management & Budget (DTMB) in collaboration with the Department of Natural Resources (DNR) for structural repairs to the Well Shelter at Ludington State Park located at 8800 M-116 in Ludington, Michigan. The project, numbered 751/24309.HJD, involves restoration of a hexagonal timber and stone structure originally constructed in the 1930s by the Civilian Conservation Corps. The scope of work includes removing and replacing four 12-inch diameter log columns with new galvanized steel tube columns featuring log covers, removing and replacing cedar shake roofing and roof sheathing with new cedar shake roofing incorporating hip caps and copper ridge caps, and installing borate rods at the ends of log rafters to prevent deterioration. The contractor must salvage and store existing log columns per DNR direction, coordinate with the owner regarding facility use and access, and provide site restoration of all disturbed areas. The project is governed by the 2021 Michigan Rehabilitation Code for Existing Buildings using the Work Area compliance method, as the objective is to repair damaged components in their existing configuration without modifications to occupancy or layout.

The bid set was prepared as of April 24, 2026, with drawings created by Wiss, Janney, Elstner Associates, Inc., serving as the architect/engineer. The project manager is Ross Smith, PE, LEEDAP BD+C, CDT, reachable at 616.401.2228. Key contacts include Heather J. DeKorte, R.A. at DTMB (517.243.7248) as Design and Construction Division Project Director, Steve Tinskey from the DNR Cadillac District (231.878.9113), and Justin Barden, PE, as Project Engineer (248.593.0900). The contractor is solely responsible for securing all permits and licenses, maintaining safety precautions, providing labor and materials, and coordinating construction sequencing. Special inspections are required, including periodic inspection of anchors post-installation in concrete members, with the owner engaging the special inspector and the contractor facilitating coordination. The contractor must submit proposed demolition and construction schedules to the owner and engineer for mutual agreement prior to beginning work and provide the engineer access to scaffolding for ongoing review of repairs.

General Notes G002

15. Do not allow construction materials, equipment, or procedures to overload or exceed the structural capacity of existing construction to remain, partially completed work, or completed work. Make inspections and/or perform analyses and tests necessary to verify that existing elements have adequate capacity to support proposed construction loads.

16. Drawings illustrate the completed work with elements in their final intended positions. Provide shoring, bracing, support, and sequence work as required to maintain the structural integrity of new or existing construction during the work.

17. Temporarily relocate and restore existing equipment and appurtenances (whether or not shown on the drawings) that obstruct access to portions of the work. This may include mechanical, electrical, plumbing, and fire protection components.

18. Develop, implement, erect, and maintain safeguards to prevent damage, injury, or loss resulting from the work to (a) workers, occupants, passers-by, and other persons; (b) in-progress work, materials, and equipment under care, custody, and control of the contractor (whether on or off site); and (c) other property at the site or adjacent thereto not designated as part of the work for removal, relocation, or replacement. In the event of damage, injury, or loss, promptly notify Engineer and present proposed remedy.

19. Develop, implement, erect, and maintain safeguards to provide for watertight integrity of work in progress. In the event of damage, injury, or loss, promptly notify Engineer and present proposed remedy.

20. In an emergency affecting safety of persons or property, act to prevent or stop further damage, injury, or loss.

21. All work shall be subject to review by Engineer before it is concealed by other work and/or means of access is removed. Coordinate mandatory reviews with Engineer prior to start of construction. Provide reasonable notification to Engineer to allow for such review as work proceeds.

22. Promptly correct work rejected by Engineer or failing to conform to requirements of the contract documents.

Associated costs (including additional testing or inspections and cost of uncovering and correction) shall be the contractor's responsibility.

23. If a hazardous material or substance not addressed in the contract documents is encountered, immediately stop work in affected area and notify owner and Engineer of the condition.

The Ludington State Park property covers approximately 5,000-acres and is situated between Lake Michigan and Hamlin Lake, located in Ludington, Michigan. The park contains three campgrounds, 21 miles of marked trails, the Big Sable Point Lighthouse, the Lake Michigan Beach House, and three trail shelters. The park was built in the 1930's by the Civilian Construction Corps (CCC) and officially opened in 1936. The Lake Michigan Beach House was designed by architect Ralph B. Herrick and constructed in 1935. This project includes the Well Shelter, which is briefly described below.

The Well Shelter is a timber and stone structure. The shelter is hexagonal in plan with each side approximately 8 feet long. Cedar shingles are attached to nominal 1x8 wood sheathing boards that bear on 5-1/2-inch diameter log rafters.

The rafters are supported by log beams that span between four 12-inch diameter log columns and a stone wall.

DESCRIPTION OF STRUCTURES:

The objective of this project is to restore deteriorated structural framing and roofing elements by repairing or replacing members. The following is a brief summary of the work that is to be performed in accordance with the specified notes and details within this document, as well as the project specifications:

1. Remove and replace the well shelter columns with new steel tube columns with log covers.

2. Remove and replace the well shelter roofing and roof sheathing.

3. Install borate rods at the end of the well shelter log rafters.

4. Coordinate with the Owner's use of the structure and surrounding property.

5. Coordinate access, waste management, storage of materials with Owner.

Note: Contractor to provide site restoration of all areas disturbed during construction.

SCOPE OF WORK:

GOVERNING CODES:

1. All construction shall conform to the requirements contained in the 2021 Michigan Rehabilitation Code for Existing Buildings:

a. Because the MRCEB is the selected code for compliance, provisions of the 2021 Michigan Building Code (MBC) or other building codes are only applicable where specifically referenced by the MRCEB, and when cited, only apply to the prescribed extent of the reference.

c. The intent of the project is to repair damaged portions of the structural components, generally in the same use, configuration, function, and purpose that currently exists. No modifications or alterations to the existing occupancy, use, or layout will be performed as part of this work. Therefore, the "Work Area" compliance method per MRCEB has been selected for this project and the work shall comply with the applicable provisions in Chapter 6 Repairs.

QUALITY CONTROL / INSPECTION:

1. The Owner's representative may perform quality control inspections on a random basis from time to time to evaluate installation of the new construction for conformance to the drawings and specifications. The Contractor shall make access available at no additional cost to inspect and test the specified areas and make appropriate repairs after completion of Owner's representative inspection. Defective work shall be repaired at no cost to the owner.

2. Activities or duties of Engineer or tests, inspections, or approvals required or performed by third parties shall not relieve Contractor of its obligation to perform the work in accordance with contract documents.

3. Allow review of repairs by Engineer prior to enclosing repair areas (e.g., wall framing).

4. The project requires Special Inspections in accordance with Section 1704 of the MBC. The Owner shall engage special inspector. The Contractor shall facilitate and coordinate special inspections. Required special inspections are periodic inspection of anchors post-inspection in concrete members.

ENGINEER OBSERVATION OF THE WORK:

1. Work will be periodically observed by the Engineer. Contractor shall notify Engineer of work schedule in a timely fashion to permit the coordination of site visits by the Engineer. The contractor will provide the Engineer access to the scaffold to observed ongoing repairs.

2. Except for the order of tasks noted in the Scope of Work, the Engineer shall not have control over or charge of and shall not be responsible for construction means, methods, sequences or procedures, or for safety requirements in connection with the project, as there are the responsibilities of others.

3. Contractor is solely responsible for conformance of the work due to contract documents. Inspection and testing by the Engineer of Owner's Testing Agency in no way relieves the Contractor of sole responsibility for the work and for maintaining a quality assurance program and performing necessary quality control.

1. Drawings and associated Specifications/General Notes apply only to the specific project identified in titleblock and shall not be used for any other purpose without specific written consent of Engineer and Owner. Any unauthorized use of Engineer's work product shall be at user's sole risk and user shall indemnify Engineer against any liability or legal exposure related to the unauthorized use.

2. Drawings and Specifications/General Notes are complementary, are to be taken as a whole, and should include sufficient information necessary for the execution and completion of the work in a manner consistent with the design intent. In the absence of explicit or reasonably inferable information on Drawings or in Specifications, promptly seek clarification from architect/engineer as a request for information.

3. Specified products are believed to have properties adequate for the intended purpose. If Contractor has previously found specified products to be unacceptable for any reason, Contractor shall promptly inform Engineer as a request for substitution.

4. Promptly report to Engineer as a request for information known or suspected errors, inconsistencies, or omissions within or between Drawings and Specifications, as well as known or suspected variance of Drawings and Specifications from existing conditions. For bidding purposes only and unless otherwise directed by Engineer, the more stringent requirement or better quality shall take precedence.

5. Dimensions, quantities, and geometries provided for existing construction are based on limited field documentation by Engineer. Field verify applicable information prior to submitting a bid, ordering materials, or otherwise committing resources to the work. Provided dimensions take precedence over scaled dimensions.

6. Provide labor, materials, equipment, supervision, and coordination directly and incidentally necessary to perform the work in accordance with contract documents.

7. Secure and pay for all permits, fees, licenses, and inspections by government agencies necessary for proper and compliant execution and completion of the work.

8. Comply with and give notices required by laws, statutes, ordinances, codes, rules and regulations, and lawful orders of authorities having jurisdiction applicable to the work.

9. Supply Owner with safety data sheets (SDS) for each chemical that will be brought onto owner's property.

10. Contractor is solely responsible for, and shall have sole control over, construction means, methods, techniques, sequences, and procedures, and for coordinating all portions of the work. Engineer has no such responsibilities. Specific instruction that may be given in contract documents concerning construction means, methods, techniques, sequences, or procedures shall not relieve Contractor of its responsibility for control and coordination.

11. Contractor is solely responsible for initiating, maintaining, and supervising all safety precautions and programs in connection with the performance of the work. Engineer has no such responsibilities beyond its own employees.

12. Submit proposed demolition and construction schedules to Owner and Engineer prior to beginning work.

Proceed with the work only after a mutually agreeable schedule has been established. Regularly revise schedule to reflect progress of the work.

13. Maintain premises and surrounding area free from accumulations of waste material and rubbish resulting from the work.

14. Coordinate locations of on-site storage of materials and equipment with Owner so as to not unreasonably encumber facility or site.
