REGIONAL TRANSPORTATION MANAGEMENT CENTER (RTMC)
AT CHIPLEY STANDARD OPERATING PROCEDURES (SOP)
1.0. INTRODUCTION
This document is prepared and approved by the Florida Department of Transportation (FDOT), District Three (D3) Traffic Operations, and Intelligent Transportation Systems (ITS) Department.
This document is intended to be the Regional Traffic Management Center’s (RTMC) Standard Operating Procedure (SOP) reference manual for District Three (D3) RTMC at Chipley (hereafter called Northwest Florida RTMC). The Northwest Florida RTMC personnel are required to follow the standard processes and guidelines as listed in this document.
The FDOT policies and procedures, as it relates to Northwest Florida RTMC, are documented here for structuring the operation concepts and methods for utilizing the ITS and coordination requirements. This document is updated to identify the implementation process to manage the impact of major events at the RTMC. Impacts to both the physical structure and equipment are addressed, in addition to personnel and staffing issues arising from extended work requirements.
1.1. SOP Updates
This document is considered a “living document”, so it will be updated as policies, and procedures change over time. This document shall be reviewed every quarter for the first year of the new contract and then every sixth-month thereafter, except as warranted by special events such as major incidents, hurricanes, etc. This document requires a formal control process, which in summary, requires the controller to:
• Approve documents before they are distributed.
• Provide the correct version of documents at points of use.
• Review and re-approve documents as updates occur.
• Specify the current revision status of all documents.
• Monitor documents from external sources.
• Prevent the accidental use of obsolete documents.
• Preserve the usability of the document’s quality.
The controller shall maintain a formal checklist in a spreadsheet format to document the following:
1. List of section name and number.
2. Reason for update.
3. Updater name and date.
4. Approver name and date.
5. Summary of updates.
The previous two (2) bi-annual section updates shall be tracked individually and older updates shall be condensed into a summary style entry to maintain a reasonable document page count.
2.0. NORTHWEST FLORIDA RTMC
The Northwest Florida RTMC is formed with intent to operate and manage I-10, I-110, US-98 Pensacola Bay Bridge (PBB), and US 231 where Freeway Management System (FMS) devices are currently deployed (explained later in the document). The RTMC operation and management jurisdiction may very well expand beyond these corridors in time. This document shall be updated as and when the system is expanded. The Northwest Florida RTMC is the hub of real-time operations on I-10, I-110, US-98 (PBB), and US 231. This center’s system relays information to the public through many components, allows the public to make efficient and time saving transportation decisions, and serves as the base of regional traffic management, law enforcement, and incident management.
The Northwest Florida RTMC will operate 24/7, 365 days a year and is located in FDOT District Three (D3), Traffic Operations Building. The RTMC staff utilizes the information received from the ITS equipment installed along the roadway and other tools to assist in reducing the length of time it takes to clear an incident, open the travel way, restore the flow of traffic, and help prevent “secondary” accidents from occurring. The RTMC is also able to assist other agencies and emergency responders during incidents, providing a safer environment for them, as well as the motoring public.
2.1. Coverage Area
The Northwest Florida RTMC operational jurisdiction is currently along I-10 from mile marker 0 to 235 (235 centerline miles), US 231 from mile post 10 in Bay County to Alabama state line (56 center miles), I-110 and US 90 from US 231 to Northwest Florida RTMC (10 centerline miles). Within these corridors, there are several ITS devices implemented. These devices include Closed Circuit Television (CCTV), Microwave Vehicle Detection System (MVDS), Dynamic Message Signs (DMS), Travel Time System (TTS), Road Weather Information System (RWIS), Arterial Dynamic Message System (ADMS), Truck Parking System (TPAS), and Wrong Way Driver Detection Devices (WWDDS).
The Northwest Florida RTMC Operator may be required to report on areas that are not covered by camera and/or Road Rangers. In such scenarios, the Operator shall utilize the use of other secondary sources such as Florida 511, Regional Integrated Traffic Information System (RTIS), Google Maps, WAZE, etc. District Three (D3) has a plan in the future to implement several visibility and ice sensors in the region. The Northwest Florida RTMC will be required to report on these sensors, too.
Figure One (1) shows the current coverage areas for the Northwest Florida RTMC as of June 2024. Currently, the District's Road Ranger Service Patrol (RRSP) program is anticipated to provide services along I-10, I-110, and US-98 (PBB), only within shown limits.
