About this file
This document is a set of questions and answers from the Florida Department of Transportation (FDOT) regarding a Request for Proposal (RFP) for the District 3 Regional Transportation Management Center Operations & ITS Information Technology Contract (RTMC). The RFP is seeking a single vendor to provide on-site staff to fulfill the scope of services for the RTMC, which includes operations and IT support. The contract term is not specified. FDOT confirms that subcontractors may be utilized, but only staff employed by the prime vendor or its subcontractors may be used to fulfill the requirements. There are no minimum mandatory requirements beyond the advertised scope of work. FDOT also confirms that vendors may provide commercial experience, references, and case studies, but these will count towards the 20-page limit. The estimated annual budget for the contract is not broken down per vendor, as only one vendor will be awarded.
Regarding pricing, FDOT states that the annual amount is intended to cover all work performed by the prime vendor and any subcontractors. Work orders may be extended and additional funds added at FDOT's discretion. There is no local preference, and FDOT accepts on-site, remote, offshore, and onshore resources, though on-site staff are required. The current contracts for RTMC operations and ITS networking are held by Gannett Fleming, Inc. and TransCore, respectively.
