About this file

Summary

This is a Bid Bond Form for the City of Rock Hill, South Carolina, applicable to the Parking Deck Maintenance Project—FY 27. The form serves as a bid guarantee, requiring qualified contractors to submit bonds concurrent with their competitive bids for maintenance and repair services on multiple City-owned parking decks. The work scope includes structural concrete repairs addressing spalls, delaminations, and topside cracks, application of waterproofing agents, and related improvements. The bond must be executed no later than the bid opening date and remain valid through contract award and execution.

The bid bond requires the principal and surety to guarantee that the successful bidder will execute a contract within ten (10) days of the notice of award and submit both a Performance Bond and a Payment Bond, each in the total amount of the contract. The penal sum of the bond may be expressed as a percentage of the bid price with an optional maximum dollar limitation. Corporate sureties must appear on the U.S. Treasury Department's list of approved sureties, be licensed to conduct business in South Carolina, and have a resident South Carolina agent. The form requires signatures from authorized representatives and corporate seals where applicable, with no deviations permitted without approval from the City Manager. Failure to fulfill bonding requirements within the specified timeframe constitutes grounds for annulment of the contract award.
