About this file

This is a Bid Bond fillable form approved by the City of Portland, Oregon for use on bid bonds as of March 2024. The form is intended for the E Burnside & NE Couch Corridor Lighting project (Bid Number 00002651), which involves the construction of roadway illumination improvements. The bid bond form establishes the contractual relationship between the principal (bidder), the surety (bonding company), and the City of Portland as the obligee. The principal submits an irrevocable proposal for a specified period, and if awarded the contract, must enter into the contract to perform the work, furnish labor, equipment, and materials, and provide performance and payment bonds within the specified timeframe.

The bid bond requires the principal to specify the penal sum amount in both written words and numerical figures, which represents the forfeiture amount due to the City of Portland if the principal revokes the offer without authorization or fails to execute the required contract and bonds after being awarded. The form must be executed by authorized signatories: the principal's agent (with official title if a corporation, or partner/owner name if operating under an assumed business name), and an attorney-in-fact for the surety company with a current Power of Attorney attached. All parties must provide legal names, addresses, and signatures, with the surety's corporate seal affixed to the document.
