About this file
This document is a Questions and Answers (Q&A) addendum issued by the Illinois Department of Central Management Services (CMS) for the JPMC Steel Tubular Posts procurement, solicitation number 25-416CMS-BOSS4-B-46736, dated 4/16/2025. The document addresses two key vendor inquiries: the rationale behind the specified steel tubular post length range of 6'-24' and confirmation of the number of Business Enterprise Program (BEP) certified vendors. Regarding the length range, CMS clarified that the 6' minimum to 24' maximum was determined based on end-user agency requirements, with bidders instructed to price posts by the foot and include available manufactured sizes in their alternate descriptions.
The Q&A document provides additional context about BEP vendor certification, confirming that three vendors were certified in NIPG code 570-44 as of February 2025. Interested parties are directed to the Supplier Diversity Management Portal (https://supplierdiversitymanagementportal.illinois.gov/) to verify current vendor certifications in this specific NIPG code. The document is part of the procurement process and serves to provide clarity and additional information to potential bidders, ensuring transparency and supporting vendor understanding of the contract requirements.

Questions and Answers #1
Date: 4/16/2025
Q1 I’m wondering if there’s a specific reason that length range (6’-24’) has been chosen?
A1. The length range is chosen specifically based on minimum and maximum requirements of end user agencies. We are asking for a minimum length of 6’ with a maximum length of 24’.
Bidder’s price should be bid by the foot. Per Section B.2.8 of the IFB Vendor Instructions and Requirements, the bidder should include in their alternate description available sizes manufactured.
Q2 Can you clarify that there are only 3 BEP vendors this year?
A2. Central Management Services (CMS) attached the list of BEP certified vendors registered in NIPG code 570-44 at the time of our goal setting. The list attached in BidBuy contains those three (3) vendors that were certified in February 2025. You can check the availability of any additional vendors certified in NIGP code 570-44 by visiting https://supplierdiversitymanagementportal.illinois.gov/.
