About this file

This document is a Bid Amendment (Amendment #2) issued by the Illinois Department of Corrections (IDOC) for the Sheridan Correctional Center, specifically addressing a Request for Quote (RFQ) for a leased industrial air conditioning system under contract number 26-426DOC-SHERI-B-48529. The procurement involves a three-month lease for a 100-ton air-cooled chiller unit, complete with necessary cables, ductwork, and a transformer for the Healthcare Unit. Vendors are required to provide comprehensive services including delivery, installation, disconnection, and removal of the equipment, with all work to be performed during normal business hours (Monday through Friday, 8:00 a.m. to 3:00 p.m.) and coordinated with the facility's Chief Engineer. The bid is due by July 11, 2025 at 9:00 a.m., with quotes remaining firm for 120 days.

The contract will be awarded to the lowest responsive and responsible vendor, who must ensure compliance with local, state, and federal laws and demonstrate capability to meet the technical specifications of the industrial cooling system. Vendors are required to carry $1,000,000 in General Commercial Liability insurance and comply with background check requirements. The procurement is classified as a small purchase with no anticipated subcontractors. Notably, the contract is contingent upon appropriation availability and may be suspended or terminated if sufficient funding is not secured from the Illinois General Assembly or federal funding sources. While no specific budget range is detailed, the solicitation suggests potential minority contractor initiatives, though specific details are not elaborated in the provided materials.

IDOC – Sheridan Correctional Center – LEASE OF INDUSTRIAL AIR CONDITIONER Bid # 26-426DOC-SHERI-B-48529 Amendment #2 Response to Vendor’s Questions to Request for Quote (RFQ)

Below is the response to the questions that IDOC has received regarding the above RFQ:

1. Vendor: It states that you have a 350-amp 208v 3ph fuse available. This size breaker at 208v is not large enough to step up to a 460v 100-ton chiller. Any rental chiller at 460v will not be able to be powered off a 350amp breaker at 208v Answer: There are two 350 amp, 208v, 3-phase services available. The old 100-ton unit used for the building had four compressors, with two compressors each being powered by two separate services.
