About this file
This document is a Bid Amendment #2 that includes a Questions and Answers document related to Request for Quote (RFQ) REBID for Institutional Review Board (IRB) software issued by the Illinois Department of Public Health (DPH). The RFQ is for procuring IRB software to support automated workflows and compliance with regulatory requirements for submission, processing, and tracking of IRB applications and associated data use agreements. The questions and answers indicate that the agency anticipates a customized software solution rather than a system built from scratch, and vendors are allowed to provide pricing for services in addition to the software license.
The Questions and Answers also note that IRBs, including the Illinois DPH IRB, are subject to complex federal rules, so the software system must consider these requirements. No additional details are provided regarding response dates, award dates, contract term, or other administrative information.
