About this file
This is a Bid Abstract for ITB 26-23-214657 ARRC Bridge 158.7 Replacement Construction, a sealed bid project issued by the Alaska Railroad Corporation (ARRC). The project involves complete replacement of an existing six-span timber bridge with a new two-span precast concrete ballast deck bridge on steel pipe piles at Milepost 158.7 near Cottonwood Creek in Wasilla, Alaska. Key line items include reconstructed fence, mobilization and demobilization, traffic maintenance, CPM scheduling, and as-built drawings and specifications. The project scope encompasses 2.55 acres of clearing and grubbing, 4 precast concrete half-span units, 3 pile caps, 21 structural steel pipe piles, 58 structural steel sheet piles and soldier piles, 318 cubic yards of Class II riprap, and 256 linear feet of track surfacing. Sealed proposals were originally due June 30, 2026, but an addendum extended the closing date to July 15, 2026, with submission to Alaska Railroad Corporation, Attn: Sarah Wallace, 327 W. Ship Creek Avenue, Anchorage, AK 99501. A non-mandatory site visit was scheduled for June 23, 2026 at 12:00 p.m. at the Wasilla Section House. Substantial completion is required by January 30, 2027, with final completion by June 30, 2027.
The bid abstract reflects multiple bidders' proposals with varying unit bid prices and total amounts. Bidders must submit a bid bond equal to 5% of the bid price, construction bid form, contractor responsibility questionnaire, cost schedule, and upon notification as apparent low bidder, a subcontractor list, quality assurance/quality control plan, and site health and safety plan within five working days. The project is jointly funded by ARRC and the Federal Transit Administration, triggering federal contract compliance requirements for projects exceeding $100,000 with a race-neutral DBE aspiration of 4.0% participation for fiscal years 2025-2027. The successful contractor must provide 100% performance and payment bonds and certificate of insurance prior to award. Prevailing wage requirements apply per the Minimum Rates of Pay for Laborers and Mechanics effective April 1, 2026, with contractors required to register with Avetta and submit weekly certified payrolls. Liquidated damages of $4,900 per calendar day apply for failure to achieve substantial completion.
