The Request for Bid (RFB) number 3024-25, managed by Agent Steven Burgess on behalf of the Bureau of Courts, solicited comprehensive nightly cleaning services for the 8,658 square foot facility located at 55 Main Street in Newport, Sullivan County. The procurement specified approximately 260 cleaning events annually, conducted Monday through Friday from 4:00 PM to 8:00 PM, with detailed tasks including surface disinfection, high-touch point cleaning, floor maintenance, lavatory and kitchen cleaning, and specialized surface care. The bid opening occurred on April 15, 2025, at 10:30 AM Eastern Time. The contract term runs from June 1, 2025, through June 30, 2027, with options for two additional two-year extensions. Four bids were received: City Wide Cleaners submitted the lowest compliant bid at $65.00 per cleaning ($16,900.00 extended cost), followed by Pro City Facilities at $100.00 per cleaning ($26,000.00 extended cost), Global Cleaning Service at $119.00 per cleaning ($30,940.00 extended cost), and Express Janitorial at $120.00 per cleaning ($31,200.00 extended cost). Superior Facilities was deemed non-compliant due to late submission.

The successful awardee, City Wide Cleaners, will be responsible for providing all labor, tools, transportation, and materials, with the requirement to utilize environmentally friendly, EcoLogo or Green Seal certified bio-degradable cleaning products. The state will provide paper products, hand soap, and can liners, while the contractor supplies all other consumables. All contractor employees must complete a Criminal Records Release Authorization Form prior to facility access. Additional contractor responsibilities include alarm system activation and deactivation, lighting management, external cigarette receptacle emptying, and trash collection and removal. Emergency daytime cleaning services are available on a per-event basis at hourly rates to be determined. The facility features approximately 80 percent carpet and 20 percent vinyl/tile flooring with seven total bathrooms, currently staffed by approximately 10 employees. No incumbent vendor was identified for this procurement.
