About this file

This is a Request for Bid (RFB) #3022-25 issued by the New Hampshire Department of Administrative Services, Division of Procurement and Support Services for #2 Heating Oil Supply and Delivery via pedal truck. The bid solicitation seeks a contract for heating oil delivery to various state agency locations, with an estimated total usage ranging from 31,487 to 91,682 gallons across six different districts. The contract is set to commence on September 1, 2025, or upon execution by the Governor and Executive Council, and will continue for two years, with the potential for a one-year extension. The bid is due on May 29, 2025, at 9:00 AM Eastern Time, and bidders must provide mark-up pricing based on the No. 2 Oil Boston, MA LOW price as posted in the Oil Price Information Service (OPIS) Oil Price Daily sheet.

The pricing structure requires vendors to quote a mark-up price per gallon that includes all transportation costs, taxes, and fees, with mark-ups not to exceed four decimal places. The contract will be awarded to the vendor(s) meeting the established criteria and providing the lowest mark-up cost by district. Vendors must be able to service all listed state locations and provide detailed delivery documentation, including pre- and post-delivery tank dipping, bills of lading, and specific invoicing requirements. The bid emphasizes environmental considerations, requiring vendors to follow green purchasing principles and potentially use SmartWay Transport partners. Additional requirements include maintaining proper insurance, providing material safety data sheets, and complying with state and federal regulations regarding fuel specifications and delivery procedures.
