About this file
Bathymetric Survey - 7-day Opportunity
This is a project announcement from the Oregon Water Resources Department (OWRD) seeking qualified consultants to conduct a bathymetric survey of Winchester Dam on the North Umpqua River. The primary objective is to determine the storage capacity of the dam through elevation data collection and analysis as part of a broader assessment of hydrologic-related risks for state-regulated dams. The survey scope requires cross-section elevation data collected at intervals no more than 50 feet apart, extending from the dam to the approximate backwater location, utilizing a survey boat equipped with RTK GPS, echosounder, and ADCP. The project has a compressed timeline, with the announcement remaining open for no more than seven days, though OWRD reserves the right to close the opportunity once three proposals are received. Deliverables include a summary report detailing survey methodology, control points, equipment specifications, and storage calculations, along with all processed datasets and GIS files necessary to reproduce the analysis. Proposals should be submitted as single-priced projects limited to no more than two pages describing the proposed services and methodology for meeting the stated deliverables.
OWRD has characterized this as a relatively small budget opportunity with price evaluation deferred to later stages of the selection process. The evaluation emphasizes technical capability and qualifications over cost initially, allowing the department to prioritize experienced consultants capable of rapid project execution. Travel and lodging costs should be incorporated into the total project price. No incumbent vendor information, specific funding source allocation, or budget ceiling has been provided in the announcement. This procurement prioritizes expedited delivery and technical expertise in bathymetric surveying and hydrographic data processing.

Bathymetric Survey
As part of conducting the assessment of hydrologic related risks of the state regulated dams in of Oregon, OWRD has identified the need to determine the storage capacity of Winchester Dam on the North Umpqua River through a bathymetric survey of the area upstream of the dam. The purpose of this announcement is to reach out to and invite qualified and interested consultants with experience in this type of survey and can quickly conduct this survey and produce the desired document as described below. This is a relatively small budget opportunity.
Below is a brief description of the desired tasks and deliverables:
1. Bathymetric survey
· The survey will consist of elevation data collected for cross sections spaced no more than 50 feet apart
· Additional cross section shall be included where appropriate to ensure accuracy
· Data will be collected with a survey boat equipped with RTK GPS, echosounder, and ADCP
· The survey must extend from the dam to the approximate location of backwater
· The survey must be tied to a control point
· Data review and cleanup
· Travel and lodging – proposers should prepare proposal as a single priced project
1. Storage calculation
· Storage must be calculated using the processed bathymetric survey data with GIS software
· Calculation should be conducted and presented in an inclusive presentation
Deliverables:
1. A brief summary report describing the:
· details of the survey including, the location of cross-sections and the control point(s), the top of dam elevation, and equipment used.
· details of the storage calculation sufficient to reproduce the calculation.
1. Any final datasets and files produced from the datasets to complete the storage calculation
· This should include the processed survey data, a raster surface generated from the survey data, and any other files needed to reproduce the storage calculation
OWRD will allow no more than 7 days for this announcement to close, OWRD may close this opportunity once it receives three proposals. Price is not considered until the latter stages of the evaluation. Submission should be limited to no more than two pages of description of the services proposed and how the proposer will meet the desired deliverables.
