Frequency and Submission Dates (Blocks 10, 12 & 13): The contractor shall deliver draft presentation materials 5 business days prior to meetings. Revised (final) versions of review materials shall be delivered within 10 business days following review meetings.
Description: Contractor shall provide copies of presentation materials (slides) to the Government for all program meetings and program reviews to include the kick-off meeting, semi-annual review meetings (technical interchange meetings), and design reviews (PDR and CDR). In the case of multiple awards, each contractor will be expected to annually brief their technical progress to date not only to the Government, but also to any other contractor(s) awarded a contract under this BAA, as well as potential system primes for GPS and follow-on programs. Company proprietary and cost information may be excluded from the non-Government presentation. Anticipate at least a third of all major reviews will take place in Los Angeles, CA for the convenience of attendance of GPS Program Office (SMC/GP) personnel.
Format: Contractor Format is acceptable. MS Word shall be used for text documents, MS Excel shall be used for spreadsheet and graphic data, and MS PowerPoint shall be used for presentation material. Both paper and electronic version shall be given to the government.

Frequency and Submission Dates (Blocks 10, 12 & 13): The contractor shall deliver monthly financial execution reports and bi-monthly status reports within 10 days following the first 30 days of the technical period of performance, and every 30 days thereafter (financial execution reports) and 60 days thereafter (status reports) through the technical period of performance.
Description: The Status Report will be tailored for this program. Financial data required monthly; cost to date by month will be presented, any non-cancellable commitments, as will both baseline and current projection of cost forward to contract completion. Data to be presented both in tabular and graphic format. Technical status required bi-monthly.
Funds & Manhour Expenditure Report shall include an itemized list of costs and labor expended during the reporting period (30 days) and identifies the SOW task the cost/labor supported. It will also include a cumulative report of all costs and labor expended since the beginning of the effort through the end of the reporting period, as well as non-cancellable commitments to date.

THE REPORT WILL BE PUBLISHED WITH THE DEFENSE TECHNICAL INFORMATION CENTER (DTIC) BY AFRL STINFO OFFICE. Under no circumstances shall the contractor submit either the final report or the camera-ready technical report to DTIC.
Blk 4: GUIDANCE FOR PREPARATION OF THE REPORT: The Scientific and Technical Report shall be prepared I.A.W. the most current AFRL ANSI/NISO Standard Z39.18-2005, or other most current report preparation guidance. The contractor shall complete the most current SF 298 Report Documentation Page, and submit it with the report. The contractor shall complete the following blocks of the SF 298: Blocks 2-5a, 6, 7, 8 and 13 (if applicable), and 14-16c. The contractor shall complete and sign the most current AFRL Form 25, AFRL Quality Final Technical Report Checklist, and submit it with the report. If the completed and signed AFRL Form 25 does not accompany the report, the deliverable is considered incomplete. Incomplete reports will be immediately returned to the contractor. Following AFRL technical and STINFO reviews, any revisions required will be returned to the contractor. NOTE: The report preparation guidance, SF 298, and AFRL Form 25 are available at: http://www.kirtland.af.mil/prs.
The contractor shall deliver two editable electronic copies of the report. The electronic copies shall be an editable .pdf file and the most current version of Microsoft Word. A CD-ROM (CD-R) is the acceptable media for submittal (CD-RWs are not acceptable). Electronic media shall be marked I.A.W. the AFRL ANSI/NISO Standard Z39.18-2005 guidelines, or other most current report preparation guidance. Submission via unencrypted or unsecure email is not permitted.
Blk 7: UPON NOTIFICATION OF ACCEPTANCE OF THE SCIENTIFIC AND TECHNICAL REPORT FROM THE PROGRAM OFFICE, the contractor shall submit the final Receiving Report (DD Form 250) in WAWF.
In preparing the final DD Form 250, code the shipment number with a “Z.” Do not upload the Scientific and Technical Report into WAWF or DTIC. NOTE: SUBMITTAL OF THE DD FORM 250Z PRIOR TO ACCEPTANCE NOTIFICATION WILL RESULT IN REJECTION OF THE DD FORM 250Z FINAL RECEIVING REPORT.
Blk 9: A Scientific and Technical Report which contains company proprietary data must have a separate volume for the unlimited Government rights data, and a separate volume for the company proprietary data, marked IAW the instructions given below.
The volume containing company proprietary data IAW the data rights assertions attached to this contract shall be marked IAW DFARS 252.227-7013, and with Distribution Statement B shown in 9.1 below, and other required markings as shown in 9.3 and 9.4 below:

Blks 10 - 13: The contractor shall deliver the Scientific and Technical Report, in final format, no later than the date specified in the Schedule. The USAF will review and, if necessary, return the final report with comments no later than the date specified in the Schedule. If the report is returned to the contractor with comments, the contractor shall deliver the camera-ready copy of the report no later than the date specified in the Schedule, with an Excel or Word document that has a disposition of all government comments and how they were addressed.
Blk 14: The contractor shall distribute the Scientific and Technical Report (final/CRC version(s)) in accordance with Blk 14. When the addressee’s copy is identified by “Ltr”, send only a copy of the transmittal letter to that addressee. NOTE: Headings in Block 14B, Copies, have been changed. “Draft” is changed to “Final” and “Final” (in second column) is changed to “CRC” (camera-ready copy).

All software required to operate the Engineering Design Unit (EDU) hardware along with associated documentation shall be provided. All software models source code and compiled libraries describing the ORDWG along with operating instructions shall delivered. Both source code and an executable file(s) shall be provided on CD-ROM disk(s). The source code shall be compatible with compilers compatible with standard Windows 7 government desktop computers.
