FULL TEXT ANNOUNCEMENT

Amendment 2 13 May 2015

1. The following changes are hereby made to the above announcement.

1. REQUIREMENT DESCRIPTION

For the purpose of this notice, the basic architecture of the on-orbit reprogrammable digital waveform generator includes the reconfigurable processor, memory modules, navigation message generation and formatting, signal combining and carrier modulation, code generation, power conversion and management, and monitoring and control. For military signals, M' (M-Prime) and P-code shall be used in the ORDWG development; a cryptographic processor for M-Prime shall be included either in a modular fashion or integrated into the system, capable of generation/processing of cryptographic cipher-text for P(Y) and M' codes. Figure 1 illustrates a functional abstraction for a single frequency channel of the ORDWG.

External inputs provide navigation message data, configuration and control data, timing data, and cryptographic data. Navigation data is formatted and encoded for transmission (for example, data rate selection, interleaving, and forward error correction). For each carrier, N spreading codes modulate an RF carrier with an optimized signal combining method.

The modulated RF carrier is the output for each ORDWG frequency channel.

Multiple instantiations of the functions represented in Figure 1 will provide modulated L1, L2, and L5 carriers.

[Objective] Provide cryptographic processing for P(Y)-code and M-Code, either in a modulated fashion or integrated into the system.

7. PROPOSAL PREPARATION

b. PROPOSAL SUBMISSION

1) Submit with a cover letter, an original, four paper copies, and one electronic copy of the technical proposal and the cost/business proposal. The original and paper copies of technical and cost/business proposals must be in separate volumes. The electronic copy must be submitted on a compact disk (CD-R) in a PC compatible file format and must be readable by Microsoft Office. The electronic copy of the cost proposal worksheets must be in Microsoft Office Excel 2003 or later version and must contain all cell formulas. Pages shall be double-spaced, double-sided (each side counts as one page), 8.5 by 11 inches, with at least one-inch margins on all sides. Font shall be no smaller than standard 12-point font Arial. Character spacing must be “normal,” not condensed in any manner. All text, including text in tables and charts, must adhere to all font size and line spacing requirements listed herein. Font and line spacing requirements do not have to be followed for illustrations, flowcharts, drawings, and diagrams.

These exceptions shall not be used to circumvent formatting requirements and page count limitations by including lengthy narratives in such items. Pages shall be numbered starting with the cover page as Page 1. The last page shall be no more than 100 pages for the Technical Proposal and no more than 20 pages for the Business Proposal. The Government will not consider pages in excess of this limitation. Cost proposals have no page limitations. The page limitation covers all information including

3) Cost/Business Proposal

ii. Business Proposal. The business proposal should contain all business aspects to the proposed contractual arrangement, such as type of contract/instrument, any unique terms and conditions, any exceptions to terms and conditions of this announcement, and any information not technically related. Provide rationales for exceptions. As a goal, Offerors are requested to keep the business proposal to no more than 20 pages.

This section should include the following items as appropriate.

A. Completed representations and certifications and any specific representations and certifications identified in this BAA. The proposal page limit does not include the completed representations and certifications

B. Completed Proposal Content Checklist. Failure to provide a complete proposal will result in a determination that the proposal is non-responsive and will be eliminated from consideration for award. The proposal page limit does not include the completed proposal content checklist
