BAA-RVKD-2014-0003, CALL #0001

Response to Questions 11 Feb 2016

QUESTION #1: I noticed the BAA - Amendment 2, page 13, Paragraph 16(g) states a subcontracting plan is required, however, I did not see anything in the CALL 0001. Please confirm if it is required for the proposal? If so, please identify the percentage goals.

RESPONSE #1: BAA-RVKD-2014-0003, paragraph IV.2.c.ii., page 9 states the following, “Subcontracting plans, for efforts anticipated to exceed $750,000, shall be submitted along with the technical and cost proposals. Reference FAR 19.704, DFARS 219.704, and AFFARS 5319.704(a)(1) for subcontracting plan requirements. Small businesses are exempt from this requirement. If an ID/IQ contract is anticipated, the basis for the subcontracting plan should reflect the entire ceiling amount.” The FY16 Air Force Goals have not been finalized at this time. Until they are you may use the goals provided on the SBA website: https://www.sba.gov/content/small-business-goaling and include an explanation that at the time the plan was written the FY16 goals were not known.
