BAA-RVKD-2014-0003, CALL #0001

Response to Questions

QUESTION #1: In regards to the Cost and Business Volume, is the responder required to provide a cost proposal in response to the IDIQ? Or, is the responder only required to provide a cost proposal in response to each Task Order under the Call. It seems as though it would be hard to provide a cost proposal in response to the IDIQ, since all Task Orders may not be released upon the original Solicitation.

Response #1: Offerors are not required to provide a cost proposal in response to the IDIQ, just Task Order 0001.

QUESTION #2: Are the cover page, table of contents, and executive summary included in the page count for the Tech/Mgmt proposals?

Response #2: Yes, those pages are included in the page count of the Tech/Mgmt proposals. According to the instructions found in BAA -RVKD-2014-0003, Amendment 2, page 8 “Pages shall be numbered starting with the cover page being Page 1. The page limitation covers all information including indices, photographs, foldouts (counted as 1 page for each 8.5 by 11 portion) tables, charts, appendices, attachments, resumes, etc. The proposal page limit does not include the offeror’s proposed Statement of Work.”

QUESTION #3: Are the cover page and table of contents included in the page count for the SOWs?

Response # 3: Yes, the SOW pages should be numbered starting with the cover page being Page 1. According to the instructions found in BAA -RVKD-2014-0003, Amendment 2, page 9 “the same formatting rules [included in response 2 above] apply to the SOW.”
