BAA-RVKD-2014-0003, CALL #0001

Response to Questions 10 Feb 2016

QUESTION #1: The RDH-1 Call 0001 refers to the following security document. I was unable to locate this document. Is this something you can provide? Or can you direct me to where I can find it? US Cyber Command Instruction 5200-03 Administration, Security and Management SCG dated 11 October 2011

RESPONSE #1: Offerors shall follow security classification guidance on information, hardware and equipment as provided in the following security classification guides: Counter-Electronics High Power Microwave (CE HPM) Security Classification Guide (SCG) dated 15 February 2012 and US Cyber Command Instruction 5200-03 Administration, Security and Management SCG dated 11 October 2011 (as referenced in the BAA-RVKD-2014-0003, CALL 0001 draft DD 254, Attachment 3). If an offeror desires a copy of any of the above mentioned security classification guides, they should contact one of the Contracting POCs for a CD of the requested information to be mailed to their location.

QUESTION #2: Does the Government require us to utilize the template provided in the BAA for pricing, or can we utilize a different Cost Summary format for pricing?

RESPONSE #2: The offerors’ cost proposal submission should be in accordance with BAA RVKD-2014-0003, Amendment 2, Paragraph IV, “Proposal/Application and Submission Information.” In addition, offers should reference the Cost Proposal Instructions, Attachment 5 to the RDH-1 CALL 0001 solicitation. However, the offeror does not need to use the sample cost element summary/template provided in the Cost Proposal Instructions, Attachment 5 to the RDH-1 CALL 0001 solicitation, as long as they capture all of the information provided in the instructions and all information IAW FAR 15.

QUESTION #3: Will the Government provide a travel and ODC plug for this opportunity or will the contractor be expected to anticipate both cost expenditures?

RESPONSE #3: Offerors are not being instructed to include a plug rate for travel/ODCs. In accordance with the Cost Proposal Instructions Attachment 5 to the RDH-1 CALL 0001 solicitation, offerors are responsible for providing a well-prepared and fully supported cost proposal. Offerors should identify travel and other direct costs and provide rationale based on the information provided in the statement of objectives.

QUESTION #5: Both [RDH-1 CALL 0001 & CALL 0003] will result in a multiple award IDIQ and an initial Task Order award. Under the Proposal Submission Instructions for the specific Calls – it states that the IDIQ Tech/Mgmt Proposal will have a page count of 15 pages and for the Task Order, 30 pages. In the Cost Proposal Instructions, it does not address what, if anything needs to be provided for the IDIQ submission under the Cost Proposal. Please confirm that for the Cost portion, that only the task order applies.

RESPONSE #5: At this time, the Government expects a technical/management proposal for the Basic IDIQ, a technical/management proposal for the Task Order 0001 and a cost/business proposal for the Task Order 0001.
