MISSION SYSTEMS OPEN ARCHITECTURE SCIENCE & TECHNOLOGY (MOAST)

BAA-AFRL-RQKS-2015-0009 Clarifications - Questions and Answers

11 February 2016

1) Question: Will tours of the MOAST Lab be conducted?

Answer: Tours of the MOAST Lab cannot be accommodated. Please refer to the MOAST

Industry Day slides on FBO for pictures of the lab.

2) Question: Are names on resumes permitted in the technical proposal(s)?

Answer: Yes.

3) Question: For Task Order (TO) 0001 and TO 0002, the Statement of Objectives (SOO) states: “Laboratory space/equipment (on a non-interference basis) and computer/network access in AFRL/RYWA for this contract shall be available for the purpose of conducting this effort, if proposed.” Is it AFRL’s intent that the bulk of work be done off base with only integration, test, and demonstration done on base given the inclusion of the phrase “non-interference basis”? Will any on-site space in RYWA be allocated for recurring use by the

MOAST team, such as 3-5 desks, phones, and PCs?

Answer: Research and development (R&D) can occur either onsite at AFRL (base support) or at an appropriately equipped contractor facility. Integration and testing, at a minimum, must be performed on-site at AFRL. Laboratory space and general office space with standard accommodations will be available for the duration of the effort, if proposed. The use of “non-interference basis” simply notifies the contractor that the laboratory space is used by the

Government for other purposes outside of this contract which may require coordination during performance.

4) Question: Section 3.3 of the TO 0001 SOO states: “The contractor shall provide an advanced component prototype experimentation testbed in which to integrate the characterization tools and techniques to perform data transfer characterization.” Is the testbed to be developed off base and further integrated into the RYWA MOAST infrastructure or is the development to occur off base with NO consideration of integration into the infrastructure on base? Further, is the contractor required to purchase software (SW) and/or hardware (HW) to develop the testbed from the funds provided on TO 0001?

Answer: The testbed, regardless of where developed, shall be delivered and integrated into the MOAST Lab. The contractor will be required to buy the SW/HW that is necessary to execute their proposed solution out of the TO 0001 budget. The SW/HW should be clearly identified and supported within the proposal.

5) Question: Section 3.3 of the TO 0001 SOO states: “The contractor shall develop and operate research networks as necessary to support prototype design, development, and evaluation. The networks must adhere to applicable security standards and meet performance requirements for associated task(s).” Is it envisioned that these research networks will be on or off base? Typically the development and operation of research networks on base have more “overhead” involved. If the research network is created and operated on base, will the Government provide IT/network/maintenance support for the network?

Answer: It is anticipated that the research networks will be on base. It is not anticipated that the Government will provide IT/network/maintenance support for the research networks during performance of this R&D effort. Any cost associated with the incidental

IT/network/maintenance support that is required to perform this effort should be included in the offeror’s proposal.

6) Question: Section 3.2 of the TO 0002 SOO states: “The contractor shall identify, design, and prototype one or more countermeasures to address the key OMS and UCI vulnerabilities identified above.” Is it envisioned that the designed and prototyped countermeasures be mainly software-oriented or can it be a mixture of software and hardware?

Answer: The prototype countermeasures can be software, hardware or a mix of software and hardware.

7) Question: There are no specific hardware deliverables mentioned in the BAA. Does the

Government anticipate any hardware deliverables on the initial TOs?

Answer: Specific hardware/software deliverables for each TO will be determined based on the proposed solution. Any/all hardware/software developed/purchased shall be delivered at the end of the technical effort(s).

8) Question: Are there immediate adopting program/platforms that AFRL/RYWA is focused on at this time, relating to MOAST?

Answer: No

9) Question: Two laboratory names are used in the solicitation: RY’s MOAST Laboratory (BAA) and AFRL/RY Open Architecture Research Lab (TO 0002 SOO). Is there a difference?

Answer: The two names are referring to the same facility, formally called the MOAST

Laboratory.

10) Question: Do you anticipate having some form of classified network where AFRL and contractor laboratories/facilities can communicate?

Answer: That is yet to be determined. Please propose under the assumption that such a network is not currently in place.

11) Question: How do you envision the MOAST contractors collaborating in the lab? Will there be a requirement for an Associate Contractor Agreements (ACA)?

Answer: The initial TOs are expected to be completed independently of each other thus ACAs are not anticipated. Any flow of information required between TOs will be accomplished by the Government. The ACA clauses will be included in the IDIQs should they be applicable on future TOs.

12) Question: Is there a list of equipment and/or floor space and/or current HW/SW list of what is projected to exist by the time of award?

Answer: A complete list of equipment will not be released. However, the following is provided in regards to laboratory equipment. Please also refer to the MOAST Industry Day slides (posted on FBO) for lab pictures.
