BAA 13-05 Questions and Answers May 15, 2013

Q1: Is a demonstration to the DHS a requirement of the project? (We need to know for costing purposes). If so, will we run live data?

A1: As stated in Task 2.3, demonstrations are required with data sets and GFI as described. The system is not planned to be tested in a live airport as part of this BAA.

Q2: Will we be compliant if we provide a cost breakdown by high-level task only? On page 86, Part 2 of the Cost Proposal, BAA states “cost breakdown by task/sub-task”. It is unclear if you require a cost breakdown by sub-tasks. Are we correct in reading the “/” as an “or”?

A2: Proposers should consider the following with respect to the cost proposal submission:

1) When the SOW calls out “subtasks” in a Task Area and Task, then cost proposals should be provided to the sub-task level as a minimum.

2) Evaluation factor “f” which is “Cost realism and reasonableness” and

3) The Government’s ability to determine cost realism and reasonableness with further insight that will be provided by the proposer’s detailed WBS. Note Appendix J, “WBS per Task Area and Individual Tasks,” states the following “… however additional detailed levels should be used to provide necessary insight to performance, cost, and risk management in addition to assessing the project cost realism….”

Q3: May we attach a bibliography/references as an appendix to the Technical Proposal?

A3: No, the bibliography/references should be noted on or in close proximity to the relevant page(s) to facilitate Government review and maintain the section page count as noted in the BAA. Bibliography/references may be incorporated as footnotes or in the paragraph as text.
