BAA 13-05 Questions and Answers June 4, 2013

Question 1: We are preparing a single proposal that addresses both tasks 2.1 and 2.4. By combining these two tasks into a single unified effort we feel that a much stronger and more coherent integrated plan will be presented to the reviewers. Question: Would a document that is over‐length in section D

(i.e., 14 pages as opposed to the BAA‐specified 10 pages) but addresses TWO tasks in an integrated way be acceptable to DHS or would it be preferable to submit separate proposals for tasks 2.1 and 2.4 with the associated potential loss of coherence?

Answer 1: Page count limitations noted in BAA 13‐05 must be followed. If a proposer submitted a white paper on a task (task 2.1 for example) and also addressed another task in the same white paper and was encouraged to submit a proposal, then the proposer should submit a proposal under task 2.1 adhering to page count limitations.

Question 2: First and foremost I would like to reconfirm that a foreign partner university is eligible to participate either as a principal partner or as a subcontractor.

Answer 2: Yes, as noted in BAA section 3, first paragraph, “This BAA is open to ALL responsible sources.”

The preferred contractual method is up to the offeror(s).

Question 3: I submitted the whitepaper with my company as the lead organization and a foreign partner university as a subcontractor. Is it possible to change this relationship at this time to elevate the university to co‐partner?

Answer 3: No, the prime contractor organization must remain the same as proposed in the white paper.

Question 4: The university PI would like to maintain rights to publish and otherwise promulgate through conference presentations or other means the scientific results of the work performed, excepting sensitive information provided by vendors. Is this possible?

Answer 4: DHS S&T sponsored research requires DHS S&T review for sensitive information or classified information prior to publication by the performer.

Question 5: We have received a request for a full proposal on BAA13‐05 from Duane Schatz that states:

"Full proposals shall be received on or before June 6, 2013 by 12:00 PM Eastern Time." However BAA

13‐05 Amendment 0007 states on page 88 that the due date is 14 June 2013. Could you please reply immediately informing us which date is the full proposal due date.

Answer 5: The due date is the date and time listed in Paragraph 4.6 of the most recent BAA amendment.

This is currently June 14, 2013 at 12pm Eastern time.

Question 6: Under Volume 2: Cost Proposal: Part 1: 4th Bullet: “Subcontract ‐ A cost proposal as detailed as the Offeror’s cost proposal will be required to be submitted by the subcontractor. The subcontractor’s cost proposal can be provided with the Offeror’s cost proposal or will be requested from the subcontractor at a later date.”

Please confirm the subcontractor’s detailed cost proposal can be submitted when requested and does not need to be included with the offeror’s initial submittal. The subcontractor is not providing detailed cost information to the offeror as the subcontractors detailed pricing is considered proprietary information. The offeror’s proposal submittal will include a sanitized version of the subcontractors cost information.

Answer 6: Please have subcontractors email their detailed cost proposals to BAA13‐05@hq.dhs.gov no later than the full proposal deadline, if it will not be included with the offeror’s cost proposal. A sanitized version of the subcontractor’s cost proposal may be included with the offeror’s proposal. The

BAA document will be amended to reflect this change.
