About this file

This is Amendment No. 2 to a Request for Quote (RFQ) issued by the Oregon Department of Administrative Services, State Procurement Services on behalf of the Psychiatric Security Review Board (PSRB). The amendment revises the Event Schedule to correct the time designation for the Voluntary Pre-Quote Conference from pm to 11:30 AM Pacific Time on November 14, 2025. The RFQ, originally issued on October 27, 2025, solicits Business Analyst and Project Manager IT professional services for the design and planning phases of replacing PSRB's legacy 46-year-old Client Management System. The solicitation requires a single consultant to restart the project at the Initiating and Planning stages with deliverables including current and future state analysis, requirement refinement, market research, stage gate documentation, and vendor RFP support. The Voluntary Pre-Quote Conference will be held via Microsoft Teams at (503) 446-4951 extension 169 577 498# or Meeting ID: 243 439 551 894 7, passcode: TA6Nn2Hf. Questions and requests for clarification are due November 3, 2025, with answers issued approximately November 10, 2025. Quotes are due December 1, 2025 at 5:00 PM Pacific Time through OregonBuys, with review and best value analysis to follow on a timeline to be determined.

The evaluation methodology utilizes best value analysis scoring totaling 1,000 points across organizational experience, key personnel qualifications, reference checks, work examples, and price components. The RFQ documentation does not explicitly specify set-aside designations or restrictions for disadvantaged enterprises or identify incumbent vendors. No specific award value or budget range is disclosed in the amendment. The legacy system is an on-premises Microsoft Access platform containing over 3,100 records subject to a 75-year retention policy and must maintain Criminal Justice Information Services (CJIS) compliance. The single point of contact for the procurement is Warren Nickerson, State IT Procurement Analyst, at warren.nickerson@das.oregon.gov or (971) 375-5148.
