About this file
This is an amended Request for Quote (RFQ) issued by the Oregon Department of Administrative Services, State Procurement Services on behalf of the Psychiatric Security Review Board to procure Business Analyst and Project Manager IT professional services for a Client Management System replacement project. The solicitation seeks a single consultant to restart the project at the Initiating and Planning stages with the objective of achieving Stage Gate 1 and Stage Gate 2 endorsements from Enterprise Information Services by early to mid-2026. The scope includes current and future state analysis, requirement refinement, market research, stage gate documentation, vendor RFP support, and ongoing project management functions. The RFQ was issued on October 27, 2025, with quotes due by November 17, 2025 at 5:00 PM Pacific Time. No bidders conference or site visit information is specified in the documentation. The award will be made to the highest-ranking responsible consultant based on best value analysis.
The evaluation methodology allocates 1,000 points across organizational experience, key personnel qualifications, reference checks, work examples, and price quote components. The current system is a 46-year-old, on-premises Microsoft Access-based platform containing over 3,100 records subject to a 75-year retention policy. A previous Systems Integrator procurement was unsuccessful due to Criminal Justice Information Services compliance requirements, indicating potential technical constraints for bidders. The solicitation does not specify set-aside designations, incumbent vendors, or a precise budget range. Respondents must demonstrate expertise in government IT systems, legacy platform replacement, and CJIS compliance capabilities to support the mission-critical nature of this record management system.
