About this file

This is an Invitation for Bid (IFB) document submitted as an offer to the State of Illinois, specifically for solicitation B50402 under the Department of Transportation (reference number 26-494DOT-FINAD-B-50402). The document establishes the formal bidding process and requirements for vendors seeking to contract with the State of Illinois. The IFB outlines the mandatory submission requirements, including completion of all required documents as specified in Section A.1, with the understanding that failure to meet all requirements constitutes grounds for disqualification. The document does not specify particular products or services, project quantities, response deadlines, or award dates within the provided content, as these details would be contained in the complete solicitation package referenced through the Illinois Procurement Code.

The document addresses bidder preferences available under the Illinois Procurement Code, requiring vendors claiming preferences such as Illinois Business Preference or Domestic Product Preference to submit appropriate documentation and affidavits. Bidders may submit exceptions to the Standard Terms and Conditions by providing a redlined version of the contract terms, though the State reserves the right to accept or reject any proposed exceptions. The Standard Terms and Conditions are available on the Illinois Central Procurement Office website at cpo-general.illinois.gov. By submitting this completed form with an authorized representative's signature, bidders make a binding offer to perform in full compliance with the solicitation requirements, which the State may accept to form a contract.
