About this file
This is an Invitation for Bid (IFB) form for offers to the State of Illinois, specifically related to solicitation number 26-494DOT-FINAD-B-50140. The document serves as the official bid submission form that vendors must complete and submit to respond to the state's procurement opportunity. The form requires bidders to acknowledge their understanding of all mandatory requirements outlined in the solicitation documents, with particular emphasis on Section A.1 regarding Required Documents. Failure to meet all stated requirements results in automatic disqualification of the bid.
The document addresses bidder preferences available under the Illinois Procurement Code, including the Illinois Business Preference and the Domestic Product Preference, each of which requires specific documentation or notation by the bidder to claim eligibility. Bidders are permitted to take exceptions to the Standard Terms and Conditions, provided they submit a redline version of those terms with their offer, though the State reserves the right to accept or reject any proposed exceptions. The Standard Terms and Conditions are available on the Illinois Procurement Office website at https://cpo-general.illinois.gov/solicitation-and-contract-templates.html. By executing this form, the authorized bidder representative submits a binding offer to the State of Illinois to perform in full compliance with the solicitation requirements.
