About this file

This document appears to be a communication regarding a request for quote (RFQ) issued by the Illinois Emergency Management Agency (IEMA) for an HVAC unit at the Byron Power Plant. The IEMA has provided photos of the work area and clarified the site access requirements for contractors, which include a daily job brief, escorted access, drug/alcohol testing, and adherence to Exelon safety rules. The bid due date has been extended to December 14, 2018 at 4:00 PM.

The communication also notes that a crane or other equipment may be necessary to place the HVAC unit on the roof of the building, and the contractor is responsible for providing the necessary equipment to accomplish this. The contractor must also provide all required personal protective equipment. No site visits will be permitted due to the nature of the power plant facility.

From: Wampler, Andrew Sent: Thursday, December 6, 2018 8:39 AM To: Wampler, Andrew Subject: Additional Info - Byron HVAC Project (IEMA) Attachments: GEMS-Photos.pdf; RFQ EM19200257 - Byron HVAC.docx

Several questions have been asked regarding IEMA’s request for quote on the HVAC unit at the Byron Power Plant.

Q: Can we visit the site to see the work area?

A: Due to the nature of the power plants, a site visit will not be possible. However, in the attached PDF are pictures of where the work will need to take place. We will answer any further questions you submit as a result of these photos.

Q: Can you give a detailed list of all what I will need to get into the plant and work on a daily basis?

A: Work on a daily basis will require:

A daily (~30min) Job Brief prior to work commencing.

Escorted access – all trucks must be described including significant markings and license plate number, contractors must call in with each person’s social security number, and a copy of each person’s driver’s license must be furnished ahead of time.

Escorted contractors must be willing to submit to drug and alcohol testing if requested. Escorted contractors cannot be out of sight range of the badged Exelon/IEMA personnel escorting them for any reason. Exception is if a contractor of the opposite sex of the escorting personnel uses the restroom.

Exelon rules for safety must be followed, most of which will be covered during the Job Brief. Our ladder is “orange-tagged”, meaning a harness must be worn to climb it. Hard hats, ear protection (when required), and gloves must be worn to do work inside the protected area. Contractor is responsible for providing all required personal protective equipment.

“Hot work” must be permitted ahead of time. (Hot work is anything throwing sparks – e.g., grinding, welding.)

A crane or other means may be necessary to place the HVAC on the roof of the building. Contractor is responsible for providing necessary equipment to accomplish this. Any such equipment will be subject to the same restrictions above for accessing the facility.

The bid due date has been extended to Friday, December 14, 2018 at 4:00 PM.
