About this file
This is a Seller Checklist document issued by the City of Philadelphia Procurement Department for vendors submitting quotes on Services, Supplies, and Equipment (SS&E) contracts, specifically for a procurement opportunity related to Receptacles, Trash Cans, Wringer Mops, Buckets, and related items for various City agencies and departments. The checklist outlines a comprehensive submission process that requires vendors to complete multiple steps before quote submission, including payment of annual bid security fees, bid processing fees, and performance security fees where applicable. All quotes must be submitted electronically through the PHLContracts platform no later than 10:30 AM on the bid opening date, with no quotes accepted after the opening time. Vendors are responsible for ensuring timely submission and must acknowledge the bid and all amendments prior to creating their quote.
The submission process requires vendors to complete several mandatory components including item pricing entry, responses to all mandatory questions, identification of Local Business Entity (LBE) certification status, and subcontractor participation if the bid includes MBE/WBE participation ranges. Vendors must accept all terms and conditions without exceptions on SS&E contracts and submit required attachments including an executed Consent & Authorization form, pricing sheets, certificates of insurance, bid bonds when applicable, evidence of MBE/WBE solicitations, and proof of fee payments. The document emphasizes that all validation warnings must be resolved before submission and that vendors must maintain the Seller role rather than Seller Admin role within the PHLContracts system.
