ADDENDUM NO. 1
CITY OF DELAND
BID NO. ITB-B-24-13-0-2024/CM
OCTOBER 25, 2024
The following items are clarifications, corrections or deletions to the contract documents. THIS
ADDENDUM TAKES PRECEDENCE OVER THE ORIGINAL PARTS OF THE
CONTRACT DOCUMENTS.
All the parts of the contract documents, not specifically modified by this or other addenda, remain in full force and effect.
Contractors shall thoroughly familiarize themselves with the contents of this addendum before submitting bid proposals. IT SHALL BE THE CONTRACTOR'S RESPONSIBILITY TO
INFORM THE SUBCONTRACTORS, SUPPLIERS, MANUFACTURERS AND OTHER
PARTIES PARTICIPATING IN THE WORK OF APPLICABLE REQUIREMENTS IN
THIS ADDENDUM.
Contractors shall acknowledge receipt of this addendum, identified by number and date, on their bid proposal. Failure to acknowledge receipt of addendum may be grounds for rejection of the bid proposal.
I. GENERAL
A. Minutes and Sign-In Sheet from the Pre-Bid Meeting are provided with this Addendum.
B. Bid Worksheet is reissued and provided with this Addendum.

III. QUESTIONS
1. Who is providing the lighted closed runway markers?
a. The Airport will provide, set up, and remove the lighted closed runway markers as needed for each work area.
2. Is there a specification for the cleaning of the markings.
a. Cleaning has been removed from the bid item list. Surface preparation shall be in accordance with Bid Specification P-620-3.3
3. What is the intent of this project to have the Index No. 1 Cleaning of existing Markings and Index No. 2 Surface preparation? Please distinguish the difference between the two line items per the P-620 specification.
a. Bid Item No. 1 shall be removed from the project. Item P-620 surface preparation, specifically specification section P-620-3.3 includes information regarding the cleaning and preparation of surfaces prior to application of paint.
4. On the bid schedule and the C-105 specification the Mobilization shows that it is listed at
10%. In Section 20-03 it states that the Mobilization is limited to 5%. What is the correct amount for Mobilization?
a. Mobilization shall be 10% maximum for each bid schedule.
5. Number 27 of the General Conditions and Instructions, and Section 20-3 states that on the pricing form that need to be filled out in letters and numerals. Where on the bid schedule should the written unit price be listed?
a. A locked excel bid sheet has been included with Addendum #1. The bidder shall fill out the name of the business, contact person, email address, and enter the unit prices in dollars. The excel sheet shall be printed, signed next to the “Authorized
Signature” line, and the paper copy shall be submitted with the bid.
6. Item C-106-1.9 Portable Lighted Runway Closure Markers states that the contractor shall provide 4 lighted closure markers. On Drawing G101 says that the airport will provide the
Light Closed Runway Markers. Will the airport provide closure markers?
a. The Airport will provide, set up, and remove the lighted closed runway markers as needed for each work area.
7. Can specifications be provided for the biocide additive?
a. The biocide additive is a FDOT Statewide Marking contract exclusive item, that is not eligible for FAA funded projects. That line item and requirement has been removed from the project. The locked excel bid sheet reflects this change, and the bid items for the project have been revised accordingly. A PDF example of the locked excel bid sheet is provided as an attachment to this addendum.

1) INTRODUCTIONS
The meeting is non-mandatory. Bidders are encouraged to schedule a site visit to be more familiar with the project and existing conditions. Site visits may be scheduled with the airport on an as needed basis.

a) DO NOT turn in proposals to anyone on the ground level.

d) Bids will be read and only the bid bond will be verified at the time of the bid opening.
4) REVIEW RFP
a) Bid Bond required (5%).

d) NTP Anticipated in December/January/February

d) Construction access will involve crossing active airfield pavement.
e) Contractor to coordinate NOTAMS for closures.
f) Contractor, AVCON, DED, and airport tenants will coordinate during construction to ensure access is maintained to all airport tenants
7) ISSUED/ANTICIPATED ADDENDUM
a) No addendums are anticipated at this time.
