SUMMARY/HIGHLIGHT:

This project was bid in accordance with the City’s purchasing procedures including advertisement in the local newspaper and on the internet-based Demand Star system. On November 7, 2024, four bids were received as summarized on the attached bid tabulation. Hi-Lite Airfield Services, LLC of Watertown, NY was the lowest and the most responsible bidder in the amount of $60,043.60 (Base Bid) plus Bid Alternate A in the amount of $13,399.40 for a total of $73,443.00. Earlier this year, the Federal Aviation Administration (FAA) converted their Bipartisan Infrastructure Law (BIL) Grants into Infrastructure Investment and Jobs Act (IIJA) which prolonged the award of bid process.

The lowest bidder, Hi-Lite Airfield Services, LLC base bid amount is $60,043.60 and bid alternate A is $13,399.40. The FAA is funding 95% of this project, FDOT is funding 4% and the Airport fund will pay 1%.

RECOMMENDATION:

Staff recommends that the City Commission award Airfield Marking Project to Hi-Lite Airfield Services, LLC for the base bid amount of $60,043.60 and the bid alternate A amount of $13,399.40 for a total of $73,443.00.

BACKGROUND/DISCUSSION:

Completion of plan is expected to be completed in Fall of 2025.

Dear Mr. Eiff:

On November 7, 2024 at 3:00PM, the City received bids on the above-referenced project. A total of four (4) bids were received as follows:

Attached is the bid tabulation.

The apparent low bidder is Hi-Lite Airfield Services, LLC (Hi-Lite) whose Base Bid Total is $60,043.60 and Bid Alternate A Total is $13,399.40. Hi-Lite submitted the 5% Bid Security with notarized Power of Attorney, acknowledgement of Addendums 1 & 2, a list of various projects completed in the last five years ranging in value from $1.3k to $14.5M as well as certain other required proposal documents. Regarding the DBE goal set for the project of 14.37%, Hi-Lite advised “This project consists entirely of work that Hi-Lite does. It would not make sense for us to have any of the work done by anyone else” and they submitted a partially completed response regarding their Good Faith Efforts. We believe this to be sufficient given the nature of the project.

The second low bid was from Better Barricades, Inc. whose Base Bid Total is $79,534.00 and Bid Alternate A Total is $24,026.00. Better Barricades also submitted the 5% Bid Security with notarized Power of Attorney, acknowledgement of Addendums 1 & 2, a list of ten similar projects, Transforming Today’s Ideas into Tomorrow’s Reality http://www.avconinc.com/ as well as certain other required proposal documents. Regarding the DBE goal set for the project of 14.37%, Better Barricades advised “BBI performs specialty work and there are no DBE subcontractors in our area of operations” and they submitted a primarily blank response regarding Good Faith Efforts. We believe this to be sufficient given the nature of the project.

Notwithstanding the City’s Legal Counsel review, AVCON recommends award of the contract to Hi-Lite Airfield Services, LLC for the Total Base Bid amount of Sixty Thousand, Forty-Three Dollars and 60/100 ($60,043.60) and for the Total Bid Alternate A amount of Thirteen Thousand, Three Hundred Ninety-Nine Dollars and 40/100 ($13,399.40), subject to the availability of funding.
