About this file

This is a Pricing and Discount Schedule (Form B204) for the Connecticut Library Consortium's Invitation to Bid for Library Books and Related Services, establishing a five-year contract effective January 1, 2027 through December 31, 2031. The solicitation seeks proposals from library book providers to serve over 1,000 Connecticut academic, school, public, and special library members. Bidders must complete the comprehensive submission packet, which includes bid questions addressing member restrictions and unique offerings, bid forms with non-collusion and non-discrimination certifications, vendor information documentation, discount schedules for various book categories, shipping and warehouse details, cataloging and processing services pricing, and optional ancillary services. The schedule requires bidders to specify discounts for product categories including adult and juvenile trade hardcovers, quality paperbacks, mass market paperbacks, prebound editions, reinforced editions, university press titles, large print, world language materials, continuations, standing orders, curated subscription services, and leasing plans. Bidders must also provide information on primary and secondary warehouses serving Connecticut, fill rates at various timeframes, order-to-shipment timelines, and shipping fees. Bids are due August 11, 2026 at 2:00 p.m. EDT, with bidding opening July 7, 2026 at 8:00 a.m. EDT and questions due August 10, 2026 at 5:00 p.m. EDT.

Bidders must specify pricing and payment terms, with delivery on a Free On Board (FOB) Destination basis. The Connecticut Library Consortium explicitly states it will accept multiple proposals from vendors and that all vendors are eligible to respond with no set-asides or vendor-classification restrictions. Bidders may submit alternative offerings with a minimum quantity of 1,000 units per proposal and may elect to bid on fewer or multiple items across categories. The submission requires vendors to provide three references, preferably including at least one from a Connecticut library or school, and to complete mandatory vendor information sections addressing business registration status, certifications, years in operation, employee count, annual sales, escalation procedures, and diversity business enterprise certifications (WBE, MWBE, DBE, VOSB). The pricing schedule includes provisions for volume price breaks, opening day collection discounts, electronic access ordering discounts, prepayment plans, deposit account discounts, and approval plan discounts. No incumbent contractor, estimated aggregate value, or specific funding source is identified in the solicitation documents.
