Instructions to Offerors / Request for Quote

Project Description

The Bureau of Land Management (BLM), Tucson Field Office (TFO), is seeking quotes from qualified vendors to provide tree trimming services at the San Pedro House. The awarded vendor will be required to trim/cut large dead/decaying branches or stems from a large cottonwood tree.

Location:

San Pedro House 9800 AZ‐90, Sierra Vista, AZ 85635

Instructions to Offerors:

Before submitting an offer, please read the entire solicitation package carefully. All quotes must include all data and information requested and must be submitted in accordance with these instructions. Any offeror who submits an incomplete package will be considered nonresponsive. All quotes are expected to conform to the solicitation provisions and be prepared in accordance with this section. To aid in the evaluation, the quotes shall be clearly and concisely written as well as being neat, indexed (cross indexed as appropriate) and logically assembled. All pages of each part shall be appropriately numbered and identified with the name of the offeror, the date, and the solicitation number (if applicable).

Return the following items with your response:

a. Technical Statement – Offerors are required to provide a detailed statement regarding their technical approach and capability to complete the requirement(s) outlined in the Statement of Work (SOW). The technical statement shall explain how the work will be carried out in terms of the techniques, procedures, and schedule. The Offeror’s performance record will be assessed in accordance with (IAW) FAR 9.1: therefore, the Technical Statement shall also include a detailed statement on experience., capacity, and expertise demonstrating the ability to perform the required tasks within the period of performance (POP)/Delivery Due Date.

b. Value Bid Schedule ‐ Offeror’s price proposal shall be submitted utilizing the attached Value Bud Schedule.

Interested contractor’s must be registered and active in SAM (System for Award Management;

www.sam.gov) and complete online representations and certifications before the solicitation response due date.

Instructions to offerors & Evaluation Factors:

Before submitting a proposal or any questions regarding the solicitation, please be sure to read the

Arizona State Office One North Central Avenue, Suite 800 entire solicitation package carefully. Submit your proposal and questions via email to the contracting specialist. Mailed/hard copy proposals will not be accepted.

Site Visit:

No site visit is schedule. The area is open to the public and offerors are encouraged to visit the site prior to submitting a quote.

Question Due Date: 12:00 PM MDT on Thursday, August 22, 2024.

Response Due Date: 12:00 PM MDT on Thursday, August 29, 2024.

Basis for Award:

The basis for the award will be Lowest Price Technically Acceptable (LPTA) in accordance with (IAW) FAR 15.101‐2, and will consider the following evaluation factors:

a. Factor 1 – Technical Approach: The Technical Approach Factor will either receive an acceptable or unacceptable rating defined below based on an overall evaluation of how well the Offeror’s submitted technical statement meets the requirements of the solicitation and indicates an adequate approach to and understanding of the scope of work.

RATING DESCRIPTION

Acceptable Proposal meets the requirement of the RFQ, and indicates an adequate approach to and understanding of the requirements outlined in the scope of work.

Unacceptable Proposal does not meet the requirement of the RFQ, or indicates an inadequate approach to or understanding of the requirements outlined in the scope of work.

b. Factor 2 – Total Price: Price will not be scored or rated, but will be evaluated for reasonableness

IAW FAR 15.404-1(b).

A Firm Fixed Price Contract will be awarded to the Offeror whose proposal conforms to the solicitation requirements and represents the lowest evaluated price of proposals meeting or exceeding the acceptability standards for the non‐cost factors of Technical Approach and Past Performance.

Additionally, the Offeror must be deemed a responsible prospective contractor IAW FAR 9.1.
